Job Description
THIS IS A DEPARTMENTAL POSTING ONLY. ONLY CURRENT EMPLOYEES OF THE HAMILTON COUNTY HEALTH DEPARTMENT WILL BE CONSIDERED.
The Hamilton County Health & Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health & Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health & Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency. During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health & Social Services Division employees are subject to modification to meet the needs of the community. Under the general supervision of the Senior Public Health Nurse; manages mobile medical unit, providing a variety of specialized public health care nursing services in the areas of assessment, prevention, treatment, case management, quality management, outreach and education.ESSENTIAL FUNCTIONS

Oversees and manages provision of services provided on the mobile medical unit including managing all collaborating services such as: WIC; Family Planning; Prenatal; Primary Care; Child Health Immunizations; Adult Health; STI testing and treatment; TennCare; etc.; ensures quality care in accordance with Health Department policies and procedures; participates in identifying physical, social, and emotional health needs; assists with assessments in developing comprehensive care plan; refers individuals to other health professionals and agencies; maintains mobile medical unit and all equipment on the unit. Performs other duties as assigned. Develops goals, objectives and measurable outcomes of services provided; ensures accuracy of laboratory tests; ensures maintenance and repair of equipment; recommends budgetary needs to Program Manager; monitors monthly expenditures and inventory usage; prepares annual reports of expenditures, equipment and supply utilization. Establishes relations with community agencies and businesses and develops schedule of locations for mobile unit. Performs other duties as assigned. Interviews, recommends hires; prioritizes, schedules, assigns, reviews and evaluates work of clinic staff and supervisors; counsels staff on personnel issues; develops corrective actions plans and disciplines in accordance with established Hamilton County Personnel rules, policies and procedures; approves sick, annual and personal leave; approves training expenses for staff continuing education and development; performs other related duties as assigned. Knowledge of federal, state, and county laws, rules, regulations, policies, practices and procedures related to management of public health programs and services. Knowledge of management and administrative practices and procedures. Knowledge of professional Registered Nurse medical methods, practices and procedures. Knowledge of medical applications for area of assignment. Knowledge of computer hardware, software and peripherals related to area of assignment. Knowledge of mobile medical unit and equipment maintenance and repair. Knowledge of customer service/public relations practices and principles. Skill utilizing general nursing practices in the care of clients/patients. Skill analyzing, and presenting medical information to a variety of clients/patients, staff and the public. Skill prioritizing, scheduling, assigning, reviewing and evaluating work. Skill implementing, prioritizing and managing budgets. Skill utilizing verbal and written communication in providing presentations, counseling, educational materials, and instructions related to medical information. Skill utilizing customer service/public relations techniques when responding to inquiries and complaints. Skill establishing and maintaining effective working relationships. Skill effectively communicating in both oral and written form. Skill in interpersonal communication with people at all levels. Skill in applying cultural competency knowledge in a variety of settings. Skill in building partnerships and networking with community agencies. Skill coordinating and maintaining maintenance and repairs to mobile medical unit. Skill operating and driving a mobile medical unit (24" RV). Bachelor's Degree in Nursing and three (3) years of direct work experience in nursing; with a minimum of one (1) year of direct work experience in a supervisory or lead role. Must have a Registered Nurse License, CPR certification, and a valid driver's license. OR An Associate's Degree/Diploma in Nursing or Licensed Registered Nurse and five (5) years of direct work experience in nursing; with a minimum of one (1) year of direct work experience in a supervisory or lead role. Must have a Registered Nurse License, CPR certification, and a valid driver's license.ADDITIONAL REQUIREMENTS
: Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level. This position is deemed essential/situational during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head. Completion of RV driving/operations course preferred.PHYSICAL REQUIREMENTS
: Work requires occasional long periods of standing, walking, lifting medical supplies or patients weighing up to 50 pounds, assisting patients in transfers to examination tables, performing routine lab work such as blood draws and specimen collection; extensive contact with infectious diseases, mentally ill or combative patients, home visits, case management and attention to detail. Daily loading and unloading of supplies on mobile medical unit, including set up of tent and chairs. Work in varying weather conditions. Some travel and on-call work is required.ADDITIONAL INFORMATION
