Job Description
ESSENTIAL FUNCTIONS
The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. Lead the development and implementation of the council's financial strategy, forecasts, risk assessments, and long-term financial plans. Develop, coordinate, and manage the annual budget in collaboration with departments; monitor performance and recommend corrective actions for variances. Prepare and ensure timely, accurate financial statements, reports, disclosures, and presentations for executives, the board, and stakeholders. Design, implement, and maintain internal controls, policies, and procedures to safeguard public funds and ensure transparency. Oversee revenue processes including collection of taxes, fees, grants, and other revenues; ensure regulatory compliance and optimize revenue streams. Manage expenditures and procure oversight to maintain fiscal balance and efficient use of resources. Direct debt issuance and management activities; ensure compliance with applicable laws and obtain cost‑effective financing. Oversee the council's investment portfolio, ensuring safety, liquidity, and prudent returns consistent with policy. Coordinate and prepare for external and internal financial audits; respond to findings and implement corrective actions. Serve as a key strategic advisor to the executive team and board on financial implications of policy, programs, and capital projects.Supervise finance staff:

To perform this job successfully, the employee should have: Governmental accounting (GASB) and fund accounting expertise. Budgeting, financial forecasting, long‑range planning, and variance analysis. Public-sector revenue management (taxes, fees, grants) and debt management. Investment management principles for public funds and cash-flow optimization. Internal controls, risk management, and audit coordination. Financial reporting systems and ERP familiarity (e.g., Tyler Munis, Workday, Oracle NetSuite, or comparable). Advanced Excel skills; experience with financial modeling and dashboards. Knowledge of relevant federal, state, and local laws and regulations affecting municipal finance.MINIMUM QUALIFICATIONS
- Bachelor's degree in accounting, Finance, Public Administration, or related field required , Master's degree or MPA/MBA preferred.
- Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM),
- Minimum of 7-10 years of progressively responsible finance experience, with at least 5 years in public- sector or governmental finance and 3 + years in a leadership role..
- Demonstrated experience preparing
GAAP/GASB
financial statements and overseeing audits.- Proven track record managing budgets, debt issuance, investments, and internal control programs.
- Strong supervisory experience and demonstrated success building and developing high‑performing teams.
- Excellent written and verbal communication skills and experience presenting to boards and public bodies.
