The purpose of this position is to plan, organize and direct the overall administrative and Secretarial activities and operations of the City of Comanche; to adhere to Secretary of State retention and posting guidelines of all City correspondence; to advise and assist the City Council; to manage the activities of Department Heads and to document their performance; to represent the City's interests with other levels and agencies of government, business interests, and the community at large; and to exercise independent judgment and initiative.

DUTIES AND RESPONSIBILITIES
1. Directs and participates in the development and implementation of goals, objectives, policies and procedures. 2. Directs and participates, with Department Head cooperation, in the preparation and administration of the City Budget. 3. Directs and participates in the preparation of long term plans of capital improvements with plans for their financing. 4. Confers with Department Heads concerning administrative and operational problems. Makes appropriate decisions or recommendations. 5. Prepares and submits to the City Council reports of finances and administrative activities. Keeps City Council advised of financial conditions, program progress and present and future needs of the City. 6. Oversees the enforcement of all City ordinances. 7. Directs the preparation of plans and specifications for work which the City Council orders. 8. Interprets, analyzes, and explains policies, procedures and programs. 9. Confers with residents, taxpayers, businesses and other individuals, groups and outside agencies having an interest or potential interest in affairs of City concern. 10. Responds to the most difficult complaints and requests for information. 11. Represents the City in the community and at professional meetings, as required. 12. Coordinates City activities with other governmental agencies and outside organizations. 13. Selects, supervises, trains, and evaluates department heads and staff. 14. Performs all duties as may be prescribed by City Council action. 15. Serves as City Secretary and with City Council assignment, could be the Head of one or more Departments of City government. 16. Performs other related duties as assigned.

Qualifications:
QUALIFICATION REQUIREMENTS
Experience:
Must have seven years of progressively responsible experience in an administrative, managerial, or staff capacity in a municipal organization, involving the responsibility for the planning, organization, implementation and supervision of varied work programs. Must be computer literate. Must be bondable. Must have or be able to obtain a valid Texas Driver s License.
Education:
Must have a Bachelor s Degree, or equivalent, from an accredited college or university with major course work in public administration, business administration, or a closely related field or equivalent experience.
