Job Description
Acceptable Experience and Education High school graduation, or its equivalent, plus at least five (3) years of general maintenance and small equipment experience. Six (6) months of administration experience involving project coordination, social work or corrections agency which deals with offenders or disadvantaged persons is preferable; Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Certificates and Licenses Required Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso. Essential Duties depending on area of assignment Assists in daily activities of graffiti programs and environmental cleanups and county beautification efforts; Assists with the supervision of assigned probationers.
May involve:
scheduling, assigning, and reviewing of operational and procedural activities; coordinates activities; instructs, guides and checks work; enforces rules, and regulations; counsels, motivates, and maintains harmony; Assists with assignments of daily workload for community service workers, prioritizing, scheduling, and organizing workloads to meet deadlines; Assists in placement, follow-up, and supervision of clients who have been court-ordered to perform community service; Ensures proper standards of behavior by clients; Maintains contact with probation officers to advice of probationer's progress or lack of cooperation; Assists in the management of multiple assignments and priorities to ensure the fulfillment of projects, tasks and responsibilities; As assigned works in close collaboration with participating agencies to obtain correct record of hours performed at assigned agency; Testifies in court and verifies graffiti as it relates to prosecution of graffiti related cases, and makes public presentations when necessary; Completes daily record keeping and logging of hours; Operates and maintains air compressor and safely operates sand blasting equipment; Operates a motor vehicle pulling a trailer thru heavy traffic; Operates small tools, gardening tools, including power tools, weed eaters, tractors, bobcat, and other necessary skills for repairing tools; Orders and estimates supplies needed; Prepares monthly statistics; Reports any problems involving probationers to Coordinator, and as assigned to Supervisor of Community Service Restitution Program; Ensures department and program policies, procedures, and safety methods are followed in performing job duties; Ensures community service equipment is properly used and maintained; checks all truck units for safety equipment and personal safety gear; operates standard to specialized equipment utilized to perform duties; Assists in the installation of new and/or enhanced equipment and/or systems. Gathers materials and supplies; Performs manual labor; Works in close collaboration with participating agencies to monitor client participation in community service program; Participates on committees/special projects and seeks additional responsibilities; Responds to difficult and sensitive citizen claims, inquiries, and complaints; Attends and participates in meetings, training and information sessions; Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills. Other Important Duties- Performs such other related duties as may be assigned.

Knowledge, Skills, and Abilities Knowledge of:
principles, practices and methods of investigation and enforcement of federal, state and County codes and ordinances related to graffiti programs; national, state and local regulations and professional standards related to utilization of hazardous materials in the removal of graffiti; public speaking and public relations methods to persuade, promote or communicate on issues pertinent to graffiti; interpretation of laws, rules, regulations specific to graffiti programs; English and Spanish usage; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products.Ability to:
Clear, concise oral and written communication to present instruction and direction to police departments, attorneys, courts, and home or business owners related to prevention, enforcement and renovation of graffiti damaged property; operate a personal computer and various software applications; establish and maintain effective working relations with co-workers and customers to promote and support a productive work environment; work efficiently independently and in a team environment to meet established goals and objectives; communicate effectively in verbal and written forms to respond effectively to customers and staff; responding effectively to customers; assessing and prioritizing multiple tasks, projects and demands; use initiative and independent judgment within established procedural guidelines; operate personal computer using standard office operating software and general office equipment; communicate effectively both orally and in writing; make mathematical computations; prepare clear, concise and comprehensive written reports; operate community service van with attached trailer in traffic; travel to and from worksites and other collateral travel with little or no notice; handle high levels of stress; rationally prioritize tasks and exercise independent judgement in making decisions and recommendations; initiate and maintain legible documentation on a continual basis; schedule, supervise, train and evaluate probationers course of work; Bilingual (English/Spanish). Pass a background investigation.
