Job Description
A progressive East Texas municipality is seeking an experienced and strategic leader to serve as its next City Administrator . This executive-level position provides overall administrative leadership for municipal operations and serves as the chief advisor to the Mayor and City Council regarding policy implementation, budgeting, organizational management, and strategic planning. The ideal candidate will be a collaborative leader with a strong background in local government administration, exceptional communication skills, and a demonstrated ability to guide departments, manage complex projects, and foster positive relationships with elected officials, community stakeholders, businesses, and regional partners. Minimum Qualifications Bachelor's degree in Business Administration, Public Administration, Political Science, or a closely related field; or an equivalent combination of education and professional management experience. Minimum of seven (7) years of progressively responsible experience as a City Department Head, City Administrator, City Manager, or equivalent executive leadership role in municipal government. Valid Texas Class C Driver's License. Certified Public Manager (CPM) designation preferred. Membership in the Texas City Management Association (TCMA), or willingness to obtain membership upon hire. Ability to establish residency within a 30-mile radius of the municipality. Essential Duties and ResponsibilitiesOrganizational Leadership Direct and oversee daily municipal operations through the supervision of department heads. Provide leadership, direction, guidance, and accountability to City departments. Monitor departmental performance and progress toward organizational goals. Evaluate department head performance and implement corrective actions when necessary. Assign and monitor projects, programs, and strategic initiatives across departments. Strategic Planning and Community Development Assess current and future community needs and develop plans to address those needs. Monitor emerging trends, legislation, and issues affecting local government operations. Recommend policies, programs, and initiatives that support the long-term success of the municipality. Government Relations and Community Engagement Represent the municipality before federal, state, county, regional, and local organizations. Serve on boards, committees, commissions, and intergovernmental organizations as assigned. Advocate for municipal interests regarding proposed legislation and regulatory matters. Build and maintain productive relationships with community organizations, businesses, and stakeholders. Conduct public presentations and engage with citizen groups regarding municipal projects and services. City Council Support Attend and participate in City Council meetings and workshops. Review agendas, research issues, prepare background materials, and provide recommendations. Coordinate with department heads to ensure timely and accurate information is presented to elected officials. Assist the Mayor and City Council with policy implementation and organizational objectives. Financial Management Work closely with the Finance Director to develop and administer the annual municipal budget. Establish administrative and operational objectives consistent with available resources. Evaluate departmental budget requests and prepare recommendations for Mayor and City Council consideration. Monitor fiscal performance and adjust plans as necessary to maintain financial stability. Citizen and Business Relations Ensure efficient, responsive, and professional customer service throughout municipal operations. Address concerns from citizens, businesses, and stakeholders in a timely and effective manner. Promote transparency, accountability, and public trust in local government.
