Commonwealth Attorney Summary of Position :

Under the direction of the Commonwealth Attorney, the Victim/Witness Program Director plans, administers, and evaluates the Victim/Witness Assistance Program. The Director supervises program staff, ensures compliance with applicable federal and Virginia laws governing victim services, manages grant and program requirements, and provides leadership in delivering trauma-informed services that reduce the impact of crime on victims and witnesses while promoting meaningful participation in the criminal justice process.

Direct and supervise Victim/Witness Program personnel, including hiring, coaching, evaluating performance, and professional development. Develop, implement, and evaluate program policies, procedures, and service standards. Ensure compliance with the Virginia Crime Victim and Witness Rights Act and other applicable federal and state requirements. Prepare and administer program budgets and monitor expenditures. Prepare grant applications, administer grant funding, and ensure compliance with grant reporting requirements. Develop and maintain relationships with law enforcement agencies, courts, social service agencies, community organizations, and victim advocacy partners. Oversee victim notification procedures and ensure victims receive all services required by law. Review complex or sensitive victim cases and provide guidance to staff. Collect and analyze program data and prepare required statistical and narrative reports. Develop outreach initiatives and community education programs regarding victim rights and available services. Participate in multidisciplinary teams addressing domestic violence, sexual assault, child abuse, elder abuse, and related issues. Maintain confidential records in accordance with legal and ethical requirements. Advise the Commonwealth Attorney regarding victim service issues, policy development, and emerging trends.

Bachelor's degree in Criminal Justice, Social Work, Psychology, Sociology, Human Services, Public Administration, or a closely related field is preferred. Experience in victim advocacy, counseling, case management, criminal justice, legal services, or human services is required. Supervisory or program management experience is preferred. A combination of education and progressively responsible experience may be considered. A minimum of ten (10) years of relevant professional experience may substitute for the degree requirement.

Required Knowledge and Skill:

Knowledge of trauma-informed care principles. Knowledge of crisis intervention techniques. Ability to maintain strict confidentiality. Ability to supervise and mentor professional staff. Ability to establish collaborative relationships with community partners. Proficiency with Microsoft Office and case management software. Strong organizational, analytical, and problem-solving skills. Considerable knowledge of the criminal justice system. Working knowledge of case management and counseling techniques. Demonstrated ability to provide social services and assistance to clients and make referrals following assessments. Manage multiple assignments and deadlines. Interpret and explain policies and procedures. Ability to communicate effectively both orally and in writing.

Certifications and licenses:

Certification as a Victim Advocate through the Virginia Department of Criminal Justice Services, or the ability to obtain certification within one (1) year from date of hire. Possession of an appropriate valid driver's license issued by Virginia.

Environmental Factors and Conditions/Physical Requirements:

Work is performed primarily in an office environment with occasional travel to courts, meetings, and community events. Duties require prolonged sitting, standing, walking, bending, reaching, and the operation of standard office equipment. The employee must be able to communicate effectively both verbally and in writing. Occasional lifting of materials weighing up to 20 pounds may be required. Evening and weekend work may occasionally be necessary.
