Purpose of Position:

The Pierce County Public Health Department seeks a well-rounded public health professional to support emergency preparedness, strategic planning, quality improvement, accreditation initiatives. This position requires public health knowledge and experience as well as excellent project management, planning, grant management, analytical and communication skills. This position will support public health emergency preparedness and response activities throughout Pierce County coalitions, county agencies, community members and volunteers. The position will be responsible for providing leadership in developing public health emergency preparedness plans and templates and training and exercising related to emergencies and meeting preparedness grant requirements. This position will also work closely with the Health Officer on strategic plan implementation, quality improvement, performance management and accreditation. Special projects related to the department's strategic priorities (currently branding, linkages and workforce preparation) may also be assigned. Essential Duties and Responsibilities To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required or assigned. Coordination of Public Health Emergency Preparedness Program o Coordinating public health preparedness efforts related to developing, implementing and exercising and evaluating plans and tools. o Monitoring emergency preparedness budgets. o Regularly updates implementation plans to reflect accomplishments. o Ensures home folders, contact lists and PCA portal is consistently updated. o Facilitates point-of-dispensing MOU process. o Building the agency's capacity to share preparedness and emergency information with the public. o Planning and overseeing drills and exercises, including organizing planning meetings, providing just-in-time training to staff, integrating volunteers, working with partners, and writing after-action reports. o Following up on after-action reports to ensure findings are integrated into our plans and policies. o Convening and facilitating meetings between partner organizations, including restarting a local public health emergency preparedness group. o Assuring training of department staff for emergency response roles and knowledge of plans o Working closely with health department staff and leadership to assure public health emergencies are responded to effectively. o Representing the department on local, regional, and statewide coalitions related to emergency preparedness. o Providing effective, efficient, and appropriate public health communication with variety of audiences. o Monitoring program activities to ensure quality and accuracy of state and federal grant outcomes. o Respond during ICS Activation Coordination of Quality Improvement Initiatives o Coordinating evaluation and quality improvement activities, including administering the department's Quality Improvement Leadership Team and regularly updating the department's QI plan. o Facilitating quality improvement teams in developing problem statements, aim statements, diagnostic tools and measuring results. o Ensuring staff training on QI tools and techniques o Administering the department's performance management system on a quarterly basis. o Acting as Accreditation Coordinator, which includes document management, document review, technical assistance in interpreting standards and measures, and coordinating site visits. Provide required PHAB updates and annual reports during non-reaccreditation years. Supporting Strategic Initiatives o Supporting department efforts to build capacity in project management and strategic planning. o Support the community health needs assessment and community health improvement plan with planning and data analysis skills. o Special projects may include work on Health in All Policies, branding and communication, health equity, community engagement or other advocacy initiatives.

Minimum Qualifications:

A bachelor's degree in public health, health education, health sciences, nursing or closely related field. Project and/or grant management experience.

Preferred Qualifications:

1-2 years of experience in public health or related field. Familiarity with emergency preparedness and/or quality improvement techniques. Master's degree.

• Uses performance management systems for program and organizational improvement

Physical Requirements:

Ability to operate, maneuver and/or steer equipment and machinery requiring simple but continuous adjustments, such as motor vehicle, computer terminal, typewriter, and telephone. Knowledge of and operation of program specific testing equipment (indoor air quality, well water testing, blue prints, test strips and lead testing equipment, etc.). Ability to coordinate eyes, hands, feet and limbs in performing skilled movements such as rapid keyboard use, accessing all levels of terrain, including ditches, streams, beaches, grassland, etc. Ability to exert very moderate physical effort in sedentary to light work, typically involving some combination of stooping, kneeling, crouching and crawling, lifting, carrying, pushing and pulling. Ability to recognize and identify degrees of similarities or differences between characteristics of colors, forms, odors and textures associated with job-related objects, materials and tasks. Environmental Ability Ability to work under moderately safe and comfortable conditions with exposure to environmental factors such as temperature variations and extremes, odors, toxic agents, machinery, wetness, disease and/or dust may cause some discomfort and where there is a risk of minor injury.
