Join Bismarck State College's team as a Payroll Operations Specialist and help keep payroll operations running smoothly behind the scenes while supporting employees across campus. This role is perfect for someone who enjoys organization, compliance, customer service, and the fast-paced world of HR and Payroll operations. As a key member of the HR and Payroll team, you'll support payroll processing, onboarding, tax reporting, employee records management, and multi-state compliance efforts. From keeping employee data accurate to navigating ever-changing payroll regulations, your work will help ensure employees are paid correctly and on time - because payroll is more than numbers; it's people. What You'll Do Payroll Duties Coordinate onboarding for adjunct, part-time, and student employees. Support payroll processing activities including timesheets, reports, contract payments, and payroll review processes. Manage quarterly and per-pay-period tax, unemployment, withholding, and paid leave reporting in multiple states. Serve as the primary user for WindStar Tax Nav software and assist with compliance related to Foreign National employees, students, and contractors. Maintain and update employee and position records in PeopleSoft HCM and related systems. Process garnishments, child support orders, paid leave claims, and income verifications. Monitor changing payroll and employment tax regulations across states and municipalities. Manage the Payroll inbox and provide timely assistance to employees and supervisors. Assist with reconciliations, tax adjustments, onboarding, benefits enrollment, and annual payroll processes such as W-2s and Open Enrollment. General Departmental Functions Prepare, scan, link, and verify HR and Payroll records in Perceptive Content. Provide technical support and guidance on HR and payroll policies and procedures. Assist with reports, queries, spreadsheets, communications, and other departmental documentation. Support annual contract and employment letter processes. Miscellaneous Duties Provide office support and assist with departmental projects and special initiatives. Serve as a backup for various administrative functions including supplies, training tracking, and orientation materials. Contribute ideas that improve processes, efficiency, and the employee experience. Participate on campus committees and perform other duties as assigned. MINIMUM REQUIREMENTS
Appropriate bachelor's degree and two years of related payroll, accounting, or human resources-related work experience, or appropriate associate degree and four years of related experience. Experience and working knowledge of federal and state HR employment laws, rules, regulations, practices, policies, and procedures. Well-developed skills with various computer software programs (i.e., Microsoft Word, Excel, Access, PowerPoint, Internet, electronic calendar, email, etc.) and excellent keyboarding skills. Excellent interpersonal and communication skills working with employees, students, and the public. Good organizational skills, analytical skills, and the ability to attend to details and meet deadlines. Ability to take initiative, work independently, and follow through on work assignments/projects/reports, etc. Disciplined and able to maintain confidentiality.
PREFERRED QUALIFICATIONS
More than two years of directly related experience. Experience with hiring Foreign Nationals. Experience with multi-state tax reporting. PeopleSoft experience.
