Job Description Oracle's Strategic Customer Engineering organization enables Oracle's most strategic customers to successfully plan, acquire, and consume OCI services at scale. Our customers run mission-critical and AI-intensive workloads on Oracle Cloud, and our mission is to ensure customer growth plans are translated into predictable and executable technical outcomes. The Technical Delivery organization serves as the execution and delivery orchestration layer between Customer Management, Technical Demand, Capacity Management, Product, Engineering, Data Center Build, Networking, Operations, and regional delivery teams. The team is responsible for converting accepted strategic customer demand into executable delivery plans, dependency resolution, readiness tracking, risk mitigation, and documented handover. As a Delivery Strategy & Operational Excellence PM, you will help define, implement, and improve the operating mechanisms that allow Technical Delivery to scale across strategic customer programs. You will focus on delivery governance, lifecycle controls, acceptance criteria, handover standards, KPI definitions, risk processes, reporting standards, and repeatable execution mechanisms. You will partner closely with delivery PMs, functional teams, tooling teams, and leadership to reduce manual coordination, improve reporting credibility, clarify accountability, and ensure teams are operating through a consistent delivery model. Responsibilities Implement and improve the Technical Delivery operating model across strategic customer programs. Define and maintain delivery acceptance criteria, lifecycle gates, handover standards, and readiness evidence expectations. Establish governance mechanisms such as portfolio reviews, risk reviews, decision logs, action tracking, exception reviews, and escalation paths. Develop KPI definitions, delivery health views, adoption metrics, and reporting standards that clearly distinguish delivery execution from upstream data-quality or intake issues. Partner with tooling and data teams to improve dashboards, source-of-truth alignment, automation opportunities, and reporting reliability. Drive change adoption through playbooks, training materials, stakeholder engagement, and continuous feedback loops. Identify recurring delivery process gaps and convert them into practical operating improvements. Improve clarity around decision rights, accountability transfers, exception handling, and handover expectations. Ensure incomplete or unqualified delivery records remain visible without automatically being treated as Delivery execution failures. Support leadership reporting by improving data quality, metric definitions, governance cadence, and operating model adoption. Ensure Technical Delivery has clear, repeatable mechanisms for acceptance, execution tracking, risk escalation, and documented handover. Qualifications 8+ years of experience in Program Management, Product Operations, Business Operations, Technical Operations, Cloud Infrastructure Delivery, or related disciplines. Experience designing or improving operating models, governance mechanisms, lifecycle processes, or execution frameworks. Strong understanding of program governance, metrics, process design, change management, and operational excellence. Experience working across business, operations, engineering, tooling, and leadership teams. Ability to turn ambiguous strategy into practical processes, controls, playbooks, and measurable adoption. Strong analytical skills with experience defining KPIs, dashboards, source ownership, and reporting standards. Strong written and verbal communication skills, including leadership-ready operating updates and decision materials. Demonstrated ability to influence cross-functional teams without direct authority. Preferred Qualifications Experience in cloud infrastructure, data center, network, capacity, platform, or large-scale technical delivery environments. Experience building delivery scorecards, risk frameworks, operating cadences, adoption plans, or executive reporting mechanisms. Experience partnering with tooling, automation, or data teams to improve operational visibility Experience supporting strategic customer programs or mission-critical delivery environments.
