Mail Processing Manager Camp Murray, WA The Washington Military Department is seeking a highly organized and detail-oriented Mail Processing Manager to oversee daily mailroom operations. This role is responsible for ensuring the accurate, timely, and secure handling of incoming and outgoing mail and packages, while maintaining efficient mailroom operations. This role is essential to maintaining the smooth and efficient flow of communication and deliveries within our organization. The Mail Processing Manager reports to the Finance Division Administrative Assistant 4 and is responsible for overseeing all incoming and outgoing mail operations, ensuring accuracy, timeliness, and security while supporting mailroom operations.

Manage the mail receipt and delivery functions for the Washington Military Department. Receive, sort and distribute incoming mail. Handle receipt of controlled mail, classified documents, and sensitive item transfers in accordance with US Postal regulations, Army or Air Force regulations, and/or Department of Defense regulations. Operate a state motor vehicle to collect and deliver mail and mail items on and around Camp Murray, to include Joint Base Lewis-McChord. Oversee a high-volume mail processing operation. Develop and maintain mailroom operating procedures for mail services, distribution methods and mail processing. Ensure mail delivery on Camp Murray has an established workflow, schedule priorities, and log appropriate mail records, and documentation for delivery of mail. Monitor and account for postal expenditures by both state and federal activities. Ensure mail processing costs are appropriately distributed to applicable accounts and are maintained within annual budget guidelines. Provide administrative support to the Finance Division. Serve as backup to the Administrative Assistant 4, as needed. Create and update forms and documents. Prepare reports and analyze data. Order and track supplies/inventory.
REQUIRED QUALIFICATIONS
At the Mail Processing Driver level
  • Pay Range 38 ($3,417
  • $4,542/month): High School Diploma or GED, and One year of experience sorting and distributing mail. A valid unrestricted motor vehicle license (other than corrective lenses) is required. At the Mail Processing Manager level
  • Pay Range 44 ($3,925
  • $5,271/month): High School Diploma or GED, and Two years of experience in a mail production environment, warehouse distribution facility, or similar type of work.
A valid unrestricted motor vehicle license (other than corrective lenses) is required.
DESIRED QUALIFICATIONS
Knowledge of:
United States Postal Services regulations, mail classes and services, and operating procedures. Design, operation, and maintenance of mail machines and equipment. Skills, Abilities, and Competencies to: Collect, sort, and deliver mail (regular, campus, bulk, registered, certified, parcel post, etc.). Use moving/loading equipment such as hand trucks, dollies, mail carts, etc. Utilize and maintain mail equipment, such as postage software, postage meters, addressing machines, folding machines, etc. Provide excellent customer service to both internal and external customers. Maintain the highest level of confidentiality at all times. Take action to meet the needs of others. Take action to learn and grow. Use Microsoft Office Suite (Word, Excel, Outlook, or similar software) to develop documents in support of program objectives.
Compensation:
Wage/salary depends on qualifications or rules of promotion.
CONDITIONS OF EMPLOYMENT
Background Investigation:
Must successfully complete the appropriate background checks required for employment and obtain/maintain a Department of Defense (DOD) Common Access Card (CAC) required to access DOD computer systems, campuses and facilities. Must be able to obtain/maintain a "SECRET" clearance. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
Driver's License:
Valid to drive in the State of Washington. Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.
Military Facility:
Willingness to work on a Military Controlled Access Installation. Camp Murray utilizes the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01 ). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.
Union Shop Provision:
This position is represented by the Washington Federation of State Employees (WFSE).
Work Hours :
The standard work schedule is Monday through Friday, 8 hours a day. The actual work hours will be established between the employee and supervisor and will start no earlier than 7:00am and end no later than 6:00pm.
Telework:
This position is not eligible for telework.
Emergency Assignment:
Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
Travel:
Requires the ability and willingness to independently travel throughout the state, sometimes overnight, to attend meetings/workshops and conduct Division business.
