The Opportunity:
We are currently seeking an Associate Vice President of Transportation
  • Pennsylvania Lead to provide leadership for our transportation operations across Pennsylvania, based in either our Harrisburg or Pittsburgh office.
This role serves as the operational and market leader for the Pennsylvania Transportation practice, responsible for driving growth, strengthening client relationships, expanding market presence, and ensuring high-quality project delivery across design and construction services. The Associate Vice President will lead multidisciplinary teams supporting PennDOT, the Pennsylvania Turnpike Commission (PTC), and local agency programs while overseeing business performance, operational alignment, and team development. This position offers a flexible hybrid work model to support both professional and personal needs. What You'll Do As the Pennsylvania Transportation Lead, you will oversee regional transportation operations while advancing PRIME AE's presence across the state. You will provide leadership to design and construction teams, guide strategic growth initiatives, support major pursuits, and ensure consistent delivery excellence across projects. You will serve as a senior client-facing representative of PRIME AE, strengthening relationships with transportation agencies and industry partners while mentoring and developing transportation professionals across the region.
Primary Responsibilities:
Regional Leadership & Operations Lead transportation operations across Pennsylvania, ensuring alignment with company goals and growth objectives. Oversee business performance including revenue generation, backlog growth, profitability, and operational efficiency. Provide leadership and direction to transportation teams across multiple offices. Ensure teams have appropriate resources, technology, and staffing to deliver high-quality services. Project Delivery & Technical Oversight Provide oversight for design and construction projects including highways, bridges, traffic systems, and related transportation infrastructure. Oversee development of deliverables across all project phases, including preliminary layouts, final plans, specifications, reports, and estimates. Ensure compliance with PennDOT, PTC, AASHTO, and applicable industry standards. Coordinate multidisciplinary teams and evaluate subconsultant performance. Construction Services Leadership Oversee construction management and inspection teams supporting PennDOT and PTC programs. Ensure effective coordination between design and construction phases. Business Development & Client Engagement Serve as a primary client relationship leader for PennDOT, PTC, and regional transportation agencies. Identify new market opportunities, clients, and strategic partnerships. Lead and participate in marketing efforts, including pursuits, interviews, and client engagement initiatives. Support preparation of Statements of Interest (SOIs), technical proposals, and fee proposals. Team Leadership & Talent Development Mentor and develop transportation professionals across experience levels. Support recruitment, retention, and professional development initiatives. Foster a collaborative, high-performance culture focused on growth and excellence. Industry Engagement Represent
PRIME AE
in professional organizations including ACEC, ASCE, AASHTO, and regional affiliates. Maintain visibility within the transportation industry and professional community. What You'll Bring Bachelor of Science in Civil Engineering (BSCE) required; Master's preferred. Professional Engineer (PE) license required. 20+ years of progressive transportation experience, including leadership responsibilities. Demonstrated experience with PennDOT and Pennsylvania Turnpike Commission (PTC) projects and standards. Strong knowledge of
LRFD, AASHTO
policies, and transportation design guidelines. Experience overseeing multidisciplinary transportation programs and teams. Familiarity with MicroStation/InRoads, OpenRoads Designer, or related design platforms. Proven ability to grow business, develop client relationships, and lead successful pursuits. Strong financial and operational management experience. Excellent leadership, communication, and organizational skills. Demonstrated ability to manage complex projects and multiple priorities simultaneously. Professional presence appropriate to represent
