To Be Determined Job Description Primary Purpose The Director of Transportation will direct and manage the district's transportation and vehicle maintenance program. The Director will oversee maintenance of all district owned vehicles. The Director will ensure safe and efficient operation of the transportation department. Minimum Qualifications Bachelor's degree or five years of supervisory experience in transportation and fleet operations Texas Association of Pupil Transportation Official Certification (TAPT) or obtain within the first year of employment Clear and valid driver's license with CDL certification and P & S endorsements Candidates must have a satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by an employee. Knowledge/Skills Ability to direct and manage the operations of a large fleet of vehicles Knowledge of energy management, routing and fuel efficiency, and vehicle repair and maintenance Ability to pass U.S. Department of Transportation alcohol and drug tests and annual physical exam Ability to conduct on-site inspections of all vehicle repair and maintenance operations Ability to manage budget and personnel Ability to coordinate district functions Ability to implement and interpret policy, procedures, and data Ability to use technology to plan, operate, monitor, and evaluate transportation operations Strong organizational, communication, and interpersonal skills Bilingual in English and Spanish (preferred)Experience:
Three years of supervisory experience in transportation and fleet operations, general management, and experience in hiring practices in a public school setting Five years experience as a bus driver Major Responsibilities and Duties (The following statements describe the general purpose and responsibilities assigned and should not be construed as an exhaustive list of all responsibilities, skills, efforts, or working conditions that may be assigned or skills that may be required) Professionalism The Educators' Code of Ethics is set forth in the Texas Administrative Code to provide rules for standard practices and ethical conduct toward students, professional colleagues, school officials, parents, and members of the community. Rule §247.1 Purpose and Scope; Definitions Rule §247.2 Code of Ethics and Standard Practices for Texas Educators Transportation and Vehicle Maintenance Operations The administrator fosters organization operations through activities such as the following: Manage the delivery of transportation services for students and ensure that they are picked up and arrive safely and on time Oversee preparation and updating of bus routes and schedules for all schools in district and develop plans to meet future transportation needs Communicate changes and adjustments to routes and scheduling to campuses and the public as warranted Coordinate transportation for extracurricular activities and special programs, assign bus drivers to routes and extracurricular trips, and find substitutes as needed Oversee repair of all district-owned vehicles and preventative maintenance Monitor fuel deliveries, distribution, and payment Ensure that vehicle repair requests and work orders are prioritized and processed in a timely manner Contract for outside services that cannot be performed in shop Policy, Reports, and Laws Implement federal and state law, State Board of Education rule, and board policy Compile, maintain, file, submit, and present all reports, records, and other documents as required Prepare, process, and maintain all documents required to verify safety certification, alcohol, and drug testing of all transportation department personnel and drivers Ensure employee time records are accurately tracked and maintained and data necessary to process transportation payroll is delivered in a timely manner Implement and follow district safety protocols and emergency procedures Budget and Inventory Develop and administer the transportation budget based on documented needs and ensure operations are cost effective and funds are managed wisely Maintain account of student transportation costs Maintain current inventory of buses, fleet, supplies, parts, and fuel and initiate purchases in accordance with budgetary limitations and district policy Approve and forward invoices for transportation to the accounting department in a timely manner and according to district policy Recommend disposal of obsolete or worn out vehicles and equipment Recommend purchase of vehicles as necessary Communication and Community Relations Promote a safe, positive, and efficient tone for school and community relations Notify bus drivers, schools, students, parents, and public of any changes in bus routes and schedules Advise administration about inclement weather conditions that may result in the closing of schools or road hazards and respond to after hour emergency calls as needed Attend and make presentations at district and community meetings, conferences and school board meetings to discuss innovations and problems in transportation Maintain good rapport with parents and community Student Management Implement the district's student discipline policies and communicate expectations for appropriate student behavior to students, parents, and campus administration regularly Enforce student discipline and suspension of riding privileges for any student who violates rules and regulations Investigate reported concerns and take appropriate action to resolve issues Review student behavior reports and conduct conferences with parents, students, campus administration, and drivers in a timely manner Promote and recognize positive student behavior Personnel Relations/Management Assign bus drivers to routes and find substitutes as needed Recruit, train, supervise and evaluate transportation personnel and make sound recommendations relative to assignments, retention, discipline, and dismissal Prepare, process, and maintain all documents required to verify safety certification and alcohol and drug testing of bus drivers Evaluate job performance of employees to ensure effectiveness and prepare, review, and revise transportation department job descriptions Develop training options and improvement plans to ensure exemplary operation of transportation department Organization Management Implement federal and state law, State Board of Education rule, and board policy in transportation area Enforce safety standards that conform to state, federal, and insurance regulations and develop a program of preventative safety Compile, maintain, file, and present all reports, records, and other documents required in transportation area Compile budget and cost estimates based on documented program need Manage administrative, fiscal, and facility functions responsibly Safety Enforce and maintain safety standards that conform with state, federal, and insurance regulations and develop a program of preventive safety Assess road conditions and hazards and advise administration about inclement weather conditions that may result in delayed starts or the closing of schools Investigate school bus accidents and student safety violations Organize and conduct training programs to promote a safe work environment Ensure transportation buses, fleet, and equipment are in excellent operating condition Follow district safety protocols and emergency procedures Other Participate in the development of the district's disaster plan and be prepared to take an active role in responding to emergencies as needed Maintain visibility, responsiveness, and availability to staff, drivers, parents, community, and campus/district administration Maintain confidentiality Demonstrate a high level of personal and professional integrity, a collaborative leadership style, and high ethical standards Attend professional growth activities to keep abreast of innovative techniques in transportation Provide and make available opportunities for professional development to staff, drivers, and mechanics regularly as the budget allows Operate bus as needed Supervisory Responsibilities Supervise, evaluate and recommend the hiring of all transportation department staff Working Conditions Mental Demands/Physical Demands/Environmental Factors Work outside and inside, on slippery or uneven walking surfaces; frequent exposure to extreme hot and cold temperatures, dust, noise, vibration; exposure to chemical hazards; work around vehicles and machinery with moving parts Operate school bus; two-way radio; safety equipment including but not limited to flares, reflective signs, and fire extinguisher and other equipment applicant to position Prolonged sitting; frequent standing and twisting; occasional kneeling/squatting, bending, stooping, and pushing and pulling Frequent walking; regular grasping/squeezing, wrist flexion/extension, and reaching; regular driving Limited moderate lifting and carrying (15-44 pounds) on a daily basis Maintain emotional control
