Under the general supervision of the Airport Maintenance & Operations Manager, this position serves as a Trusted Agent and is primarily responsible for administering the airport access media program. This position plays a key role in maintaining regulatory compliance with the Transportation Security Administration (TSA) regulations under Title 49 Part 1542, Federal Aviation Administration (FAA), and the Airport Security Program (ASP). Primary responsibilities include processing access control applications, verifying applicant identity and work authorization documents, collecting and submitting fingerprints for Criminal History Record Check (CHRC) processing, initiating Security Threat Assessments (STA), and conducting applicant vetting through CHRC. This position is also responsible for safeguarding Sensitive Security Information (SSI) and Personally Identifiable Information (PII) in accordance with federal and airport security requirements.GENERAL EXPECTATIONS FOR ALL EMPLOYEES

Administers the airports access media program in compliance with TSA regulations, 49 CFR Part 1542, and the Airport Security Program (ASP). Reviews and verifies access control applications for unescorted access authority to ensure accuracy, eligibility, and compliance with federal security requirements. Verifies identity and employment authorization documents; collects and processes fingerprints for Criminal History Records Checks (CHRC) and submits Security Threat Assessments (STA) in accordance with TSA regulations. Assigns and tracks required airport security training and testing for applicants to ensure compliance prior to the issuance of airport access media. Monitors the airport access control system to ensure that media access permissions are accurate and aligned with approved authorization levels. Conducts biannual audits of airport access media and keys to ensure accountability, regulatory compliance, and proper access control. Reports airport identification media violations, security discrepancies, and access control issues in accordance with TSA regulations and the Airport Security Program (ASP). Maintains compliant records for access control applications, training, and access media audits in accordance with federal regulations. Safeguards Sensitive Security Information (SSI) and Personally Identifiable Information (PII) in accordance with TSA and airport security requirements. Responds to TSA and FAA inspections and audits, ensuring documentation and airport access media procedures remain compliant. Maintains the Authorized Signatory database and provide guidance on airport access media procedures, access control requirements, and regulatory compliance. Advises Authorized Signatories on security directives, airport regulations, and applicable requirements under 49 CFR Parts 1540 and 1542. Serves as the Alternate Airport Security Coordinator, supporting the acting Airport Security Coordinator (ASC) in maintaining compliance with TSA regulations and the Airport Security Program, and acting on their behalf as required. Monitors airport security operations for compliance with airport policies and federal regulations; corrects deficiencies or notifies the acting Airport Security Coordinator as needed. Manages the distribution, tracking, retrieval, and audits of airport physical keys in accordance with the Airport Security Program. Facilitates security-related training programs, including security awareness, escort procedures, and airfield driver training, in compliance with applicable regulations. Monitor and enforce access control procedures in compliance withTSA 49 CFR
Part 1542 and the Airport Security Program using the escalating procedures outlined in the Airport Security Program. Assists with airfield inspections, escort procedures, and operational activities to support airport safety and compliance. Communicates with the Air Tra?c Control Tower (ATCT) for movement area access and operates airport vehicles and equipment safely. Assists with airport and aircraft emergencies and other incidents in accordance with the airport's approved Airport Emergency Plan (AEP). Serves as a liaison between the airport and tenants, contractors, government agencies, and other stakeholders regarding airport identification media and access control matters. Stays current on TSA security directives, DHS identification requirements, airport regulations, and updates to the Airport Security Program. Assists in training new employees. Collaborates with management to develop badging office procedures, training materials, and customer service standards. Assist with operational security measures, perform airfield and facility inspections, and support environmental compliance programs Provides exceptional and professional customer service to airport tenants, employees, and the public in accordance with airport and city customer service expectations. Performs additional credentialing, operational, and security-related duties as assigned.OTHER JOB FUNCTIONS

Knowledge of FAA regulations and other federal, state, and local regulations that affect maintenance and operations of a Part 139 airport. Knowledge of TSA regulations, including 49 CFR Part 1542, and other applicable federal requirements governing airport security and access control programs at commercial service airports. Ability to respond in a timely fashion after hours and on holidays and weekends. When needed serve in a "on call" position to respond to aircraft and facility emergencies at the airport. Ability to use a vehicle and/or portable air band radio and communicate with the air traffic control tower when duties must be performed on taxiways and runways. Ability to operate a vehicle on aircraft parking aprons, taxiways, and runways in a safe manner. Ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; ability to utilize principles of fractions; ability to interpret graphs. Ability to carry out instructions furnished in written, oral, or diagrammatic form. Ability provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations. Ability to work independent of regular supervision.MINIMUM QUALIFICATIONS
Any work-related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute. High school diploma or GED required; supplemented by two (2) years previous experience in airport operations or aviation industry or an equivalent combination of education, training, and experience. Minimum of one (1) year experience in airport badging for a Part 139 airport. Must be a certified "Trusted Agent" and proficient in Microsoft Office applications (Word, Excel, and PowerPoint).PREFERRED QUALIFICATIONS
Minimum of Associate's Degree or higher in aviation, criminal justice, public administration, or a related field. AAAE Certified Member (CM) credential highly desirable. AAAE Airport Certified Employee (ACE) - Security. AAAE Airport Security Coordinator (ASC) credential.CONDITIONS OF EMPLOYMENT
Must successfully pass a drug screen, 10-year background check, and Criminal History Record Check (CHRC). Must possess or obtain a valid Texas Class C Driver's License.PHYSICAL DEMANDS
This position requires frequent using one's hands to touch, handle or feel objects; reaching with hands and arms; talking and hearing. Following abilities may be required between one and two-thirds of on-the-job time: lifting and / or exerting force up to fifty (50) pounds, standing, walking, sitting, climbing, or balancing. Special vision requirements include close vision; distance vision; color vision; peripheral vision; depth perception and the ability to adjust focus.WORK ENVIRONMENT
This job does require exposure to certain environmental conditions. Tasks may require frequent exposure to working near aircraft, moving mechanical parts, and outdoor weather conditions. Occasional exposure may be required to: wet or humid conditions, fumes, or airborne particles, and extreme cold or heat.
