JOB SUMMARY
Under the direction and supervision of the Crew Leader and/or Supervisor, Water, this position maintains and repairs the City's water distribution system and ensures an adequate and safe public water supply. This position may require evening and weekend hours. It may also be required at times to work unscheduled overtime in order to restore water service.
ESSENTIAL JOB FUNCTIONS
Performs replacement, cleaning, installations, and repairs on the City's water distribution system which includes, but is not limited to, main and service lines, fire hydrants, and valves. Reads water meters, records readings, makes connections and disconnections of water services, and performs routine maintenance of water meters and the water system. Work may involve frequent contact with customers. Repairs water service lines and meter leaks as needed. Responds to water related emergencies on a daily basis and is required to make quick judgment calls and resolve problems. Performs periodic flushing of the water distribution mains, which includes inspection of fire hydrants and valves. Responds to after-hours and emergency events and participates in mandatory on-call rotation. Performs other related job duties as assigned.
QUALIFICATIONS AND KSA'S
Education and Experience:
High school diploma or equivalent; one (1) year of progressive water distribution experience; or an equivalent combination of education and experience.
Special Qualifications:
Valid State of Florida Class B Commercial Driver's License (CDL) with tanker endorsement, and acceptable driving record at the time of hire. Applicants who do not currently possess a Class B CDL must acquire a learner's permit within six (6) months of hire and obtain a Class B CDL license within one (1) year, as a condition of continued employment. Must be available for mandatory participation in a scheduled on-call rotation, requiring constant monitoring of cell phone, and be able to respond on the scene of an emergency within a timely manner.
Knowledge, Skills, and Abilities:
Knowledge of various plumbing techniques, equipment, and supplies, such as pipe styles and numerous pipe fittings. Skill in effective communication both verbally and in writing. Skill in the use of computers and applicable software programs. Ability to understand and interpret complex written and oral instructions. Ability to establish and maintain effective working relationships with associates, City Staff members, and the general public. Ability to use light machinery, hand tools, and power tools, including scanners, technical equipment, and computers. Ability to accurately read and record customer's water usage for meter readers. Ability to interact with the public. Ability to use hands and fingers to handle or feel objects, tools, or controls and reach with hands and arms. Ability to work outdoors in all types of weather conditions and traverse all types of terrain.
ADDITIONAL INFORMATION
The work is heavy work, which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, type, or otherwise work primarily with fingers; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas by means of the spoken word and have close visual acuity. Additionally, the following physical abilities may be required:
Balancing:
Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
Climbing:
Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
Crawling:
Moving about on hands and knees or hands and feet.
Crouching:
Bending the body downward and forward by bending leg and spine.
Kneeling:
Bending legs at knee to come to a rest on knee or knees.
Lifting:
Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
Pulling:
Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
Pushing:
Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
Reaching:
Extending hand(s) and arm(s) in any direction.
