Job Description

Job Overview Performs managerial duties planning, coordinating, and supervising water supply, wastewater treatment or water/wastewater line installation and maintenance functions. Salary $77,001
  • $105,955 Ideal Candidate The ideal candidate would be an individual who possesses at least a High School Diploma and eight years of experience in the operation or maintenance of a water or wastewater utility system of which three years must have been in a supervisory capacity.
This individual will be an experienced leader with strong technical and professional skills applied daily in the oversight of major municipal utilities that includes potable water, wastewater, and reclaimed treatment process equipment along with wastewater pumping stations and their ancillary components. He or she will be a natural team-builder and mentor who can bring division personnel together to form a high performing organization where relationships and collaboration are strong. A high priority is placed on internal and external customer service and the ideal candidate would have a customer service mindset and the ability to permeate that culture throughout the organization, practice racial equity, diversity, and inclusion. This individual should maintain around the clock availability to all maintenance issues via email, phone, or text and be always at the ready to respond to situations that require management level decisions. The ideal candidate will be a strategic thinker, an effective communicator, leader, and problem solver that works with staff to ensure a high performance, customer service-oriented work environment that supports the County and Department missions, visions, and values that align with the strategic plan. He or she is expected to be a personable and fiscally astute leader with a firm commitment to maintenance excellence, customer service, regulatory compliance, staff development, and community responsiveness. Having experience developing capital and operating budgets is highly desirable. The ideal candidate successfully follows through on tasks in a timely manner and takes initiative by seeking opportunities to improve efficiency. This person demonstrates the ability to successfully build and lead cross-functional maintenance and project teams. This person will work cooperatively with senior and executive leadership to develop and implement strategic plan initiatives and track Department and staff performance measures. This person exercises sound, expert, independent judgment within policy guidelines and can establish and maintain effective working relationships with all levels of leadership, project managers, engineers, regulators, consultants, vendors, employees, and the public. The ideal candidate exercises tact and diplomacy in dealing with sensitive, complex, and confidential issues and situations and is a highly motivated person who facilitates a team environment, open communication, and efficiency improvements . This individual would possess k nowledge of and experience in the mechanical, electrical and instrumentation and control maintenance practices and procedures of potable water, wastewater treatment and reclaimed water process equipment along with wastewater pump stations and their ancillary components and associated programs. Duties and Responsibilities Note:

Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below. Manages water supply, wastewater treatment, or water/wastewater line installation and maintenance resources, operations, and supplies. Assigns subordinate responsibilities and establishes guidelines for personnel training, evaluation, scheduling, discipline, daily operations, and preventative maintenance. Evaluates maintenance and personnel certification requirements. Identifies resource and inventory needs and makes recommendations. Evaluates compliance with environmental, health, safety, and operational standards. Determines funding requirements, prepares budget documents, monitors status of allocated funds, and controls expenses. Investigates problems and directs remedial action. Coordinates with appropriate points of contact to ensure achievement of department objectives. Performs other related duties as required Job Specifications Knowledge of water and wastewater treatment plant operations, maintenance, distribution systems, and collection systems. Knowledge of chemical and biological principles related to water and wastewater treatment. Knowledge of water and wastewater line installation and maintenance. Knowledge of local, state, and federal regulations and guidelines concerning permitting for water production and wastewater treatment. Skill in the application of managerial/supervisory techniques. Skill in motivating subordinates to perform well. Ability to work effectively with others. Ability to communicate effectively both orally and in writing. Ability to plan, organize, and supervise the work of others. Ability to read and understand blueprints and engineering plans. Ability and willingness to perform duties in a stand by status. Physical Requirements The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Work Category Light work
  • Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work. Minimum Qualifications Required Graduation from high school or possession of a GED Certificate; AND Eight years of experience in the operation or maintenance of a water or wastewater utility system of which three (3) years must have been in a supervisory capacity; OR An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted above; AND Possession of a valid Florida Driver License; AND Based on area assignment, the hiring authority may require possession of a State of Florida Class I Distribution System Operator, or a State of Florida Water/Wastewater Plant Operator "A" Certificate of License. Emergency Management Responsibilities In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
