Job Description

Performs difficult professional work organizing and directing the maintenance, repair and construction of water utility plants and related facilities, and related work as apparent or assigned. Work is performed under the limited supervision of the Public Utility Director. Departmental supervision is exercised over all personnel within the department. Assists with the planning, organizing, and directing of the work of subordinate supervisors and employees in water treatment plant operations, process control, laboratory analysis, distribution system operation and maintenance, and preventive maintenance and repair. Advises management and participates in planning for current and future capacity needs and plant systems modifications for increased efficiency or regulatory compliance. Assists with researching, procuring, and managing vendors for engineering, construction and other contracts in facilities expansion, renovation, construction, design and related activities. Supervises contracted construction and maintenance projects; ensures proper inspection and adherence to plans and standards prior to County acceptance. Research and drafts policies and procedures; prepares budget requests documentation as part of annual budget preparation process; reviews and submits budget requests of subordinate supervisors; controls allocated resources once approved. Assists staff with troubleshooting unusual operational problems. Establishes, maintains, and analyzes a variety of reports as required for regulatory compliance and effective decision making. Acts as Utility Director when required. Performs other assigned duties. Comprehensive knowledge of water treatment methods. Comprehensive knowledge of the EPA's drinking water rules and regulations and National Pollution Elimination Discharge Systems regulations. Comprehensive knowledge of wastewater treatment methods and collection system. Comprehensive knowledge of water distribution systems and infrastructure. Comprehensive knowledge of public utility administration, planning and design. Ability to review and analyze plans and specifications for construction of water facilities and infrastructure. Ability to formulate and execute comprehensive operational policies and procedures. Ability to prepare technical reports. Ability to direct the activities of a large staff. Ability to manage large capital improvement projects. Ability to handle emergency situations. Ability to establish and maintain effective working relationships with County officials, other public officials, associates, developers, contractors, and the general public. Bachelor's degree or equivalent. Five to seven (5-7) years of experience in a related field or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. A Well and A Distribution operator's license. Cross-Connection certification within two years of hire. Ability to obtain additional certifications as needed or apparent. Valid driver's license.
