Job Description

General Description:
This position performs general duties as a Health Inspector for the Bell County Public Health (BCPH) On-Site Sewage Facilities Division (OSSF).
Duties and Responsibilities:
Provides information about services offered through BCPH and partners associated with OSSF Division in Bell County. Educates the public concerning OSSF sanitation and code. Enforces the Texas Health & Safety Codes & Texas Administrative Code (TAC 30 Chapter 285 and the Local Order) for OSSF's. Reads and interprets various State and Local rules and regulations pertaining to On-Site Wastewater. Performs required inspections of OSSF's, Real Estate, Subdivisions, Mobile Home/RV Parks. Inspects and investigates complaints associated within the scope of
BCPH OSSF
Division responsibilities. Attends, obtains, and maintains required local, state, and federal training/ certification for job duties. May make recommendations on methods/techniques to modify daily operations to be in accordance with current rules and regulations. Assists office staff as necessary to supplement proper functioning of Division. Be familiar with basic office operations to assist in office operation as necessary. Assists, as directed by OSSF Director/Assistant Director or BCPH District Director, other divisions within BCPH for special needs within the context of job knowledge and skills. Participates in professional development activities to maintain and gain knowledge within the field. Serve as part of public health emergency response efforts, as needed. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Knowledge, Skills and Abilities:
Must be well versed and knowledgeable in the laws, rules, and regulations that dictate the conduct of inspections and duties of the OSSF Division. Must possess reading comprehension skills to interpretate laws and information for proper inspections in the environmental and OSSF industry. Ability to utilize organizational and time management skills that allow for the accomplishment of tasks/duties required within the OSSF Division. Must be physically capable of performing duties and responsibilities to accomplish the requirements of the position. Including but not limited to moving or lifting objects up to 20 pounds; pushing; pulling; stooping; bending; kneeling; standing or sitting for long periods of time; and the ability to work in varying outdoor temperatures. MINIMUM QUALIFICATIONS
Bachelor's degree preferred with 30 hours of science preferred. Relevant experience in public inspections, water/wastewater operations, or a similar plant environment. Bilingual preferred but not required. Possession of valid driver's license is required. Must have own transportation as a backup and the ability to travel intercounty up to 80% of the time with limited out of county or overnight travel. Knowledge/use of Microsoft Office. Database tracking program experience preferred. Proficient organizational and time management skills. Excellent communications skills, written and verbal. Experience in public/customer relations.
