Job Description

Job Title:
Public Services Technician Overview:
Under direct supervision, the Public Services Technician performs a variety of tasks to construct, repair, and maintain the Town's water distribution system, wastewater collection system, wastewater treatment plant (WWTP), groundwater treatment plant, streets, parks, and other public infrastructure. This position requires the operation and maintenance of various equipment, tools, and systems to ensure the Town's infrastructure and facilities remain safe, functional, and in compliance with regulations.
Examples of Duties:
Water and Wastewater System Maintenance:
Construct, maintain, and replace water and sewer mains, service lines, and appurtenances. Inspect, diagnose, and repair failures in water distribution and sewer collection systems. Perform routine and preventative maintenance at the wastewater treatment plant (WWTP) and groundwater treatment plant, including equipment inspections, cleaning, and minor repairs. Monitor and adjust plant operations to ensure compliance with state and federal regulations. Perform daily water quality sampling and testing as required. Maintain water meters, fire hydrants, valves, manholes, and cleanouts.
Streets and Parks Maintenance:
Perform street maintenance tasks, including pothole repair, crack sealing, striping, and street sweeping. Maintain parks, medians, and public spaces by mowing, trimming, weeding, and performing general landscaping. Install, repair, and maintain park equipment such as benches, playground structures, and irrigation systems. Clear debris from streets, storm drains, and public areas.
Equipment Operation and Maintenance:
Operate and maintain construction and maintenance equipment, including backhoes, dump trucks, sewer cleaning machines, tractors, and mowers. Perform routine inspections and preventative maintenance on tools and equipment to ensure safe operation. Use power tools and hand tools for various tasks, including cutting, welding, and excavating.
Safety and Compliance:
Work safely in proximity to high-speed traffic areas, medians, and rights-of-way. Follow safety procedures for handling hazardous materials and operating equipment. Ensure compliance with environmental regulations for water and wastewater operations. Identify and report potential hazards, liability exposures, and issues affecting public safety.
General Maintenance and Record-Keeping:
Complete work orders and maintain accurate records of tasks performed. Perform daily inspections and routine maintenance on vehicles, tools, and equipment. Communicate with supervisors about work progress, challenges, and public inquiries.
On-Call and Emergency Availability:
Must be available to respond to emergencies after hours, including nights, weekends, and holidays. Participate in a weekly 24-hour on-call rotation as part of departmental operations.
Other Responsibilities:
Assist with special projects, emergencies, and community events as assigned. Perform other duties as directed by supervisors to support Town operations.
Tools and Equipment Used:
Construction and maintenance equipment: backhoes, dump trucks, tractors, sewer cleaning machines, and mowers.
Hand and power tools:
jackhammers, welders, chainsaws, and cut-off saws.
Plant equipment:
pumps, motors, blowers, chemical feed systems, and monitoring instruments.
Landscaping tools:
weed-eaters, tillers, trimmers, and compactors.
Work Environment:
Duties often involve working outdoors in various weather conditions and in proximity to traffic, heavy machinery, and potentially hazardous materials. May include work in confined spaces, such as manholes and tanks, and exposure to wastewater, chemicals, and other environmental conditions.
Qualifications:
Knowledge of water and wastewater system operations and maintenance practices. Ability to safely operate light and heavy construction equipment. Familiarity with street, parks, and landscaping maintenance methods. Strong attention to safety and compliance with applicable regulations.
