Administrative Services Analyst I/II/III (20772372)

Job Description

Location 345 Yolo Street Orland, 95963 Description This position is located in the Community Action Department and performs routine to moderately difficult, administrative and analytical work that may involve and/or emphasize the functional areas of: general and administrative support, fiscal, and contract management, program analysis and compliance, and/or staff development and training; incumbents gather, tabulate, analyze, and chart data; interview and consult with departmental officials, employees, and others to give and receive information; prepare reports and make recommendations on procedures, policies, and program/functional issues and alternatives; prepare correspondence and perform other related duties as required. This position is full-time, forty (40) hours per week.
WHAT YOU'LL DO
Compiles and analyzes routine to moderately complex data; makes basic recommendations on the formulation of policy, procedures, staffing, and organizational changes. Coordinates departmental activities with other departments, divisions, units, and outside agencies; represents the department in committee meetings; responds to complaints and requests for information. Reviews regulatory materials to evaluate program impact; assists with the review and revision of current systems, policies, and procedures. Analyzes complex administrative systems and practices, develops and recommends modifications and enhancements; coordinates implementation of changes. Prepares and writes requests for proposals, bids, quotes, and requests for information, contracts, reports, and correspondence. Oversees and participates in contract development, monitoring, interpretation, and resolution of contract disagreements.

You are able to communicate effectively in writing in order to prepare a variety of complex reports, correspondence, and memoranda. You have knowledge of advanced principles and practices of public and business administration; governmental functions and organization. You have knowledge of methods and procedures of governmental budget preparation and control, professional accounting principles and practices.
MINIMUM QUALIFICATIONS EXPERIENCE
I
  • One (1) year of general administrative support experience in a professional or technical capacity. II
  • Either one (1) year as an Administrative Services Analyst I in Glenn County; or three (3) years of professional analytical journey level experience in any of the functional areas required by the position; general and administrative support, fiscal and contract management, program analysis and compliance or staff development and training. III
  • Either one (1) year as an Administrative Services Analyst II in Glenn County; or four (4) years of professional analytical journey level experience in any of the functional areas required by the position; general and administrative support, fiscal and contract management, program analysis and compliance or staff development and training.
EDUCATION
I/II/III
  • Possession of a bachelor's degree from an accredited college or university in business administration, public administration, accounting, finance, organizational development, social work, education, human resources, or a closely related field.
Substitution:
Additional progressively responsible experience in any of the functional areas noted above may be substituted for the required education on a year-for-year basis up to a maximum of two years.
LICENSE:
Possession of, or ability to obtain, a valid California driver's license. Benefits
GLENN COUNTY GENERAL UNIT BENEFITS HOLIDAYS
13 paid holidays per year and an additional twenty four hours of Holiday Leave. An employee must be employed the last working day before and the first working day after the holiday in order to receive holiday compensation. Employees on leave without pay shall not accrue holiday benefits.
VACATION
88 hours (approximately 11 working days) per year during the first 2 years of service; 128 hours (approximately 16 working days) per year during years 3 through 12; 168 hours (approximately 21 working days) per year during years 13 through 19; 208 hours (approximately 26 working days) per year after 20 full years of service.
SICK LEAVE
96 hours (approximately twelve working days) per year of paid sick leave.
BEREAVEMENT LEAVE
40 hours with pay for each instance for immediate family members. Immediate family includes spouse, child, stepchild, grandchild, stepparent, parent, grandparent, parent-in-law, grandparent-in-law, brother-in-law, sister-in-law, brother or sister.
LONGEVITY
Service is based on employment with Glenn County. The County shall provide a longevity differential above the employee's base rate of pay for those employees represented by this unit as follows: after 10 full years of service 5%, after 15 full years of service 1%, after 20 full years of service 1%, after 25 full years of service 1% and after 30 full years of service 1% for a total of 9%.
HEALTH PLAN
Glenn County contracts with PERS for medical insurance. The County pays a portion of the medical insurance premium based on the carrier and amount of the total premium.
VISION PLAN
The County pays the employee premium for a vision plan with Medical Eye Services (MES). The employee may enroll dependents at the employee's expense.
DENTAL PLAN
GCGU employees are offered a choice of three voluntary dental insurance plans; Ameritas Core (PPO) Plan, Ameritas Buy-up (PPO) Plan and DeltaCare (HMO) Plan. The employee pays 100% of the premium through payroll deduction.
DEFERRED COMPENSATION
The County offers three IRC § 457 voluntary Deferred Compensation Plans (tax deferred long-term savings plans): Voya, Nationwide and Edward Jones.
SHORT TERM DISABILITY
The County coordinates with State Short Term Disability Insurance for regular employees.
LIFE INSURANCE
The County pays the premium on a $10,000 Term Life Insurance policy for regular County employees. The employee pays the premium for optional life insurance.
RETIREMENT
The County participates in the Public Employees' Retirement System (PERS) which is coordinated with Social Security. The employee is responsible for 100% of the employee's portion. Unused accrued sick leave can be converted to service credit at retirement.
SUPPLEMENTAL RETIREMENT GCGU
employees participate in the Laborers' International of North America (Industrial) Pension Fund.
PREMIUM PAY
Premium pay such as shift differential, bilingual, and working-out-of-class pay may be paid depending upon the employee's work assignment and class. Benefits are listed for full-time employees; certain benefits are pro-rated for part-time employees.
