CLASS TITLE
EXECUTIVE
DIRECTOR-PERSONNEL COMMISSION
Under general direction of the Personnel Commission, plan, organize, control and direct the Merit System employment program for classified employees in accordance with the Education Code, and Personnel Commission rules and regulations; serve as Executive Secretary to the Personnel Commission; coordinate recruiting, interviewing, testing, selecting and placement of classified personnel; manage the classification and compensation program for classified employees; supervise and evaluate the performance of assigned personnel; and perform related duties as assigned.
DISTINGUISHING CHARACTERISTICS
This single-incumbent class has administrative, financial and management accountability for certain human resources management programs pertaining to the district classified employees. The incumbent is responsible for developing and implementing short- and long-range plans and strategies to meet the goals and objectives for the recruitment, selection, motivation and retention of classified employees and to ensure compliance with applicable laws, California Education Code and rules of the Personnel Commission. Duties are carried out with considerable independence within a framework of policies, administrative guidelines and state laws/codes.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Develop and administer a recruitment plan covering all classified positions within the district; direct the implementation of classified position requisition posting system, recruitment, examination and selection of employees, ensuring compliance with all applicable procedures, policies, laws and regulations. Coordinate the recruitment, qualifications assessment and examination of classified employees; direct the development and administration of employee selection plans including job announcements, written, performance and oral board examinations; set examination pass points and prepare job eligibility lists; respond to questions and resolve issues concerning the employment testing process; certify job candidates for permanent and temporary position openings. Serve as Executive Secretary of the Personnel Commission; prepare meeting agenda items; conduct research, prepare and present reports and recommendations requested by the Personnel Commission; oversee preparation of meeting minutes; assume responsibility for the preparation and maintenance of official records; prepare the Commission's annual report. Conduct investigations, special studies and make recommendations to the Personnel Commission related to organization, staffing and workforce utilization; recommend rule changes to the Commission and prepare and distribute notices of proposed changes/amendments; attend meetings of the District's Board of Trustees as the official representative of the Personnel Commission. Coordinate Personnel Commission disciplinary hearing procedures including reviewing issues to be brought before the Commission for adjudication, organizing evidence to be presented at the hearing, compiling witness lists, and preparing communications on behalf of the Personnel Commission; advise the Personnel Commission on all aspects of the hearing process. Work with appropriate District personnel to ensure that diversity, equity, inclusion and accessibility (DEIA) components remain constant in the recruitment and hiring process in accordance with Board policy. This includes appropriate DEIA language in postings, job classifications and applicant interviews. Oversee, in consultation with Human Resources and in accordance with merit system rules, collective bargaining agreements, classification and compensation functions for the District; administer classification and organization studies for new and existing positions at all levels within the classified system; ensure accurate and current classification specifications; recommend changes to the classification plan and allocation of positions; recommend new classes and the reclassification of existing classes; present related recommendations to the Personnel Commission. Oversee and participate in the audit of classified personnel assignments for compliance with rules and regulations and certify that assignments are made in accordance with the Merit System provisions of the California Education Code, rules of the Personnel Commission and collective bargaining agreements. Oversee and participate in investigations of complaints regarding violations of Merit System provisions; direct investigations of protests of examination procedures/results, appeal from applicant rejection. Communicates with the Chancellor, division heads, department heads, managers, administrators, employees and employee group representatives to understand the Merit System rules, policies and procedures and classified/labor agreements as it pertains to classified employment testing, selection, classification, compensation, position transfer, seniority, demotion, promotion, layoff, and reemployment practices and procedures. Prepare the Personnel Commission budget for Commission approval; authorize general budget expenditures and seek Commission approval for large expenditures. Conduct salary surveys and wage studies; review the interpretation of data and recommend changes in compensation for positions and classes. Supervise, review, and evaluate the work of assigned personnel and provide overall direction for training. Perform other duties as assigned. Any combination equivalent to graduation from an accredited college or university with a bachelor's degree in human resources, public administration, business administration or a closely related field, and at least five years of experience in recruitment, assessment, selection, and job classification and compensation of classified staff. A Master's degree is preferred.
SPECIAL SKILLS OR REQUIREMENTS
KNOWLEDGE OF:
Federal, state, and local laws, codes, rules, regulations, court decisions and legal interpretations related to the employment of personnel in a public agency with a Civil Service or Merit System. Principles, theories, processes and practices of public human resources administration, including recruitment, testing, selection, position classification and compensation. Research and statistical methods and their application to administering a range of personnel functions including analyzing community wage data, recommendation compensation ranges, setting examination pass points, and preparing employment and statistical reports. Principles and practices of public administration, including budgeting, purchasing, and maintenance of public records. Research methods and analysis techniques. Principles and practices of effective management and supervision.
ABILITY TO
Analyze and make sound recommendations on complex human resources management issues. Plan, organize and direct a comprehensive classified human resources program. Understand, interpret, and apply District, Personnel Commission, state and federal laws, codes, regulations policies and court decisions governing the district's human resources programs for classified employees. Perform a variety of professional and technical duties involved in the conduct of the district's classification, salary, recruitment, examination, selection, and employee disciplinary programs. Obtain, organize, analyze, and evaluate a wide range of data and information and make appropriate recommendations. Prepare and present clear, concise and comprehensive reports, proposals, recommendations and written materials. Select, supervise, train, and evaluate assigned staff. Establish and maintain cooperative professional working relationships with a variety of groups and individuals, including District executives, the Governing Board, the Personnel Commission, employees, bargaining unit representatives, employees, job candidates and members of the public. Facilitate communication and understanding, among faculty, staff, students, the community, within the framework of a multi-college district. Exhibit Interpersonal skills using tact, patience and courtesy. Effectively interact with people of diverse socioeconomic, cultural, ethnic and disability backgrounds.

WORKING CONDITIONS
ENVIRONMENT:
Indoor office environment. The incumbent in this position will be required to work hours beyond the normal workday and participate in meetings, conferences and professional development activities locally and outside the area; frequent driving of a car and periodic travel will also be required.
PHYSICAL ABILITIES
Hearing and speaking to exchange information in person and on the telephone. Seeing to read, prepare and proofread documents, perform assigned duties. Sitting or standing for extended periods of time. Dexterity of hands and fingers to operate a computer keyboard and other office equipment. Kneeling, bending at the waist, and reaching overhead, above the shoulders and horizontally as needed. Lifting light objects.
