M-F; 1st Shift Position Summary Under general supervision, supports the District's Business Continuity and Emergency Planning Program by assisting with the development, maintenance, and continuous improvement of business continuity and emergency response plans, policies, and procedures; coordinating and supporting training, exercises, and preparedness activities; and contributing to continuity and emergency response initiatives through research, documentation, and program support to help ensure the District can effectively respond to and recover from incidents while maintaining essential operations. Education Required
  • Current student who has completed at least two (2) years of college coursework in emergency management, risk management, emergency preparedness, public administration, or a related field. or Required
  • Bachelor's Degree If a recent graduate, must be pursuing post graduate hours in a related discipline. Licenses, Certifications and/or Testing Required

(Entry proficiency) Familiarity with frameworks such as the National Incident Management System (NIMS), Incident Command System (ICS), and the Homeland Security Exercise and Evaluation Program (HSEEP) is preferred. (Entry proficiency) Demonstrates strong organizational skills with attention to accuracy and detail. (Intermediate proficiency) Motivated self-starter with a willingness to learn, take direction, and contribute to team objectives. (Intermediate proficiency) Ability to manage time effectively, prioritize tasks, and meet deadlines in a fast-paced environment with competing priorities, with appropriate guidance. (Intermediate proficiency) Supports clear and professional written and verbal communication with co-workers, management, and community response partners—including critical infrastructure organizations, emergency management, public safety, and first responders—while demonstrating professionalism and composure in all interactions. (Intermediate proficiency) Strong written communication skills, including the ability to use clear, concise language and active voice; familiarity with Associated Press (AP) style is preferred. (Intermediate proficiency) Ability to communicate information effectively and respond to questions in both small and large group settings, with guidance as needed. (Intermediate proficiency) Proficiency with personal computers, tablets, and/or other electronic devices to include familiarity with, but not limited to, Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide software (e.g., SAP). (Intermediate proficiency) Ability to learn new or upgraded computer software as required. (Intermediate proficiency) Excellent written and verbal communication skills, in English, to assist internal and external customers, co-workers, and management professionally, regardless of provocation. (Intermediate proficiency) Ability to work occasional evenings and weekends, as needed to support exercises, training, or operational activities. (Entry proficiency) Essential Functions Assist with updating preparedness program documents based on current federal and state guidance, business continuity professional practices, and lessons learned from exercises and real-world incidents, including the Emergency Response Plan, Integrated Preparedness Plan (IPP), and Business Continuity Plan (BCP). Support efforts to increase awareness and understanding of roles and responsibilities across District response teams. Assist in coordinating emergency preparedness meetings, training, and exercise activities in alignment with the Homeland Security Exercise and Evaluation Program (HSEEP); support development of training materials and presentations; help facilitate training; and contribute to exercise design, evaluation, and corrective action planning. Assist in developing and supporting internal preparedness awareness campaigns aligned with Business Continuity Awareness Week, National Preparedness Month, and seasonal preparedness initiatives (e.g., severe weather and winter weather awareness). Provide support during District Emergency Operations Center (EOC) activations, as appropriate, including information gathering, documentation, and assisting with development of situation reports and incident action plans. Collaborate with District response teams, departments, and business units to support communication, coordination, and continuous improvement of planning efforts. Attend external stakeholder meetings alongside the EPBC Manager.
