The Position Under administrative direction, directs, manages, supervises and coordinates the activities and operations of the Community Development Department including building; plans, organizes and manages the City's building safety, inspection and plans review programs and activities, including compliance with municipal codes and ordinances; coordinates activities with other City departments, divisions, and outside agencies; and performs related work as required.CLASSIFICATION CHARACTERISTICS
This classification is designated as the City's Chief Building Official and reports to the Community Development Director. The Chief Building Official plans, oversees, and directs all activities of the building division, including policy and procedure development and implementation, oversight of day-to-day operations, short- and long-range planning, budgeting, and program evaluation. Incumbents perform diverse, specialized, and complex work involving significant accountability and decision-making to ensure that the City's building function has a major and positive impact on the community. The incumbent is responsible for coordinating the activities of the department with those of other internal departments, external agencies, and community partners; managing and accomplishing the complex and varied functions of the department; accomplishing departmental planning and operational goals and objectives; and furthering City goals and objectives within general policy guidelines.EXAMPLES OF DUTIES
The following list of functions, duties, and tasks is typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices. Assumes full management responsibility for all building programs, services, and activities, including permit processing, building code enforcement and adoption, building and grading plan check and inspections. Plans, develops and manages the administration and operation of building permit, building inspection and construction project management functions. Supervises and participates in enforcing building codes and standards; reviews sites for compliance with building and fire codes; monitors and conducts plans review; meets with owners, contractors, developers, etc. to establish and negotiate services and deadlines; resolves disputes and clarify construction issues. Coordinates, monitors and manages City construction projects; participates in contract administration; obtains bids from contractors and subcontractors; ensures work is completed within City specifications and available budget; approves change orders; coordinates the preparation of plans and specifications; inspects City construction projects. Plans, reviews, controls, and evaluates activities, methods, and procedures for building, electrical, plumbing and mechanical inspections, plan checking, and for complying with earthquake standards. Meets with architects, engineers, contractors, a variety of outside agencies, and the public to advise on building safety issues affecting development and construction activities; provides technical expertise concerning building safety infrastructure planning. Oversees and assists with field inspections, reviews inspections and decisions when appropriate; analyses, interprets and checks plan specifications, calculations, laws and regulations. Hire, train, schedule, assign, monitor and evaluate work of staff; provide for and/or conduct staff development; establish work methods and standards; initiate corrective and/or disciplinary action and respond to grievances and complaints; approves leaves, vacations, and overtime; and maintains records. Evaluates job performance of personnel. Models appropriate professional management conduct; maintains appropriate confidentiality of sensitive information; complies with and supports City policies and procedures, labor laws, and MOU provisions. Conducts research, analyzes statistical data, performs other special projects, and coordinates departmental programs. Identifies problem areas and devises solutions; anticipates future needs and recommends appropriate actions. Responds to and mediates complaints regarding community risk issues with community and City members. Advises personnel as to the meaning of policies, rules, regulations, directives, and; enforces adherence to policies by others. Attends and participates in meetings and briefings; establishes and maintains communication with internal and external customers in order to exchange information and coordinate activities. Mechanical, chemical and related characteristics of a wide variety of flammable and explosive materials and objects. Principles and practices of budget preparation and administration. Incident command theory. Principles of supervision, training and performance evaluation. Safe driving principles and practices.ABILITY TO

Read and understand architectural and engineering plans and specifications. Communicate orally and in writing in a considerate, clear, and understandable manner. Write effective correspondence and technical reports to and for people at all levels of the organization and the public. Make presentations that are well ordered and tailored to the target audience including City Council, business groups, community members and other stakeholders. Effectively express ideas in writing (including grammar, word usage, organization, and structure). Understand the meaning from a variety of written sources (such as laws, codes, training and reference material). Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.MINIMUM QUALIFICATIONS EDUCATION
Possession of a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, building construction, architecture, engineering, or a related field.EXPERIENCE
Five years of increasingly responsible management and/or administrative experience as a building official or in plan checking and/or the enforcement of building codes with a public agency, including three (3) years of supervisory experience.LICENSES AND OTHER REQUIREMENTS
Must possess a valid California driver's license. T he City reasonably expects driving to be one of the job functions for the position, and the City reasonably believes that using an alternative form of transportation would not be comparable in travel time or cost to the City. ENVIRONMENT:
The employee generally works indoors as well as outdoors in all weather conditions, including wet, hot, and cold. The environment is generally clean with limited exposure to conditions such as dust, fumes, or odors. The noise level in the work environment is usually moderate, but the employee may occasionally be exposed to loud talking and interruptions from telephones and/or members of the public.PHYSICAL DEMANDS
Position requires constant sitting and walking on level and slippery surfaces, grasping, and making repetitive hand movements in the performance of daily duties. This position also requires both near and far vision when inspecting work and operating assigned equipment.ADA NOTIFICATION
