Position Summary:
This position will be responsible for overall financial operations of the district, including development and maintenance of annual budget and long-range financial projections, and responsible for operations departments of Food Service, Transportation, and Facilities. Member of the Superintendent's Team with a role in school district planning and analysis of current problems, support systems and expenditures.
Qualifications:
Advanced degree in Educational Leadership, Business Administration, Finance or related field or equivalent. Administrative certification from the state of Missouri. Superintendent certification desired. C.P.A (or mathematics/financial background) desired. Demonstrated knowledge of Missouri and Federal public-school law and policies as related to school funding, budgeting, financial management and school operations as well as experience in supervising capital projects and related financial management and a detailed understanding and knowledge of Missouri State Department of Elementary and Secondary Education policies and procedures (or equivalent/like experience). Skilled in working closely with community groups to develop a district-wide understanding of school funding and school district budget needs.
Essential Duties and Responsibilities:
Performs a variety of supervisory and administrative tasks to provide leadership and coordination for schools in the following areas: Manages departmental directors who supervise the Accounting, Purchasing, Payroll, Benefits departments. Responsible for the overall direction, coordination and evaluation of these units. Carries out supervisory responsibilities in accordance with the district's policies and applicable laws. Responsibilities include interviewing, recommending for hiring, and training of employees; planning, assigning, and directing work; appraising performance, in collaboration with building administrators as needed; and addressing complaints and resolving problems. Participate on Superintendent's Leadership Team and Administrative Evaluation Team Assist the BOE, Superintendent, and staff to analyze the financial impact of district issues and develop solutions. Responsible for managing district finances and the Business Office Department (payroll, employee benefits, and financial accounting) and related staff Responsible for budgeting, financial reporting, long range strategic financial planning, and administration of district health insurance benefits for all employees and retirees. Financial reporting must comply with requirements of the annual Certified Public Accounting audit and annual submission of DESE's ASBR report. Responsible to maintain proper internal controls for District financial transactions Prepare and submit Board approved annual tax levy rates to St. Louis County that generates over 60% of district revenue and complies with Missouri State Auditor requirements. Monitors the timely transfer of funds from taxing authorities to the District, and monitors tax appeals and adjustments Serves as administrative liaison to the Board Finance Committee, Board Insurance Committee, and Board Facilities Committee. Provides financial presentations to board members, committees, administrators, union negotiations, and community organizations, and prepares or oversees the preparation of key District financial reports Prepares financial information related to school elections and debt funding. Analyzes capital funding needs and approves capital spending budgets Participates with county and state organizations in staying abreast of school finance reform and other district related issues Responds to Freedom of Information Act requests Other duties may be assigned.
