Job Description
New Vision Renewable Energy (NVRE) is seeking a mission-driven and experienced leader to serve as Chief Operating & Financial Officer (COO/CFO) in Philippi, West Virginia. NVRE is a nonprofit organization focused on strengthening rural communities through affordable housing, workforce development, mentorship, and economic opportunity for youth aging out of foster care and other underserved populations. Through initiatives like New Vision Village, NVRE integrates housing, paid workforce training, social enterprise development, and community development into a holistic rural development model designed to create long-term pathways to stability and self-sufficiency. The COO/CFO will serve as a senior executive responsible for overseeing organizational operations, financial management, compliance, infrastructure development, and long-term sustainability planning. This role will work closely with the Executive Director and Board to strengthen operational systems, manage complex public and private funding streams, support social enterprise growth, and develop internal processes that position NVRE for continued expansion across Appalachia. Key responsibilities include budgeting, forecasting, cash flow management, financial reporting, organizational systems development, staffing structure, program performance tracking, and operational oversight across workforce, housing, and community development initiatives. The ideal candidate will possess strong experience in nonprofit operations, finance, organizational leadership, and strategic growth management. Applicants should demonstrate expertise in budgeting and financial stewardship, team leadership, project management, operational planning, and multi-source funding management, including familiarity with federal grant compliance and nonprofit audit standards such as 2 CFR Part 200. Candidates should also have strong communication skills, the ability to manage multiple initiatives in a dynamic environment, and a commitment to ethical and mission-aligned leadership. A bachelor's degree in business, finance, economics, or a related field is required, with a master's degree preferred, along with 5 years of progressive senior leadership experience in nonprofit, public sector, or mission-driven organizations. This is a full-time executive leadership position based in Barbour County, West Virginia, with regular on-site presence required. The position offers a salary range of $65,000-$70,000, with housing included if relocation is required. Some travel within West Virginia and occasional out-of-state travel may be necessary to support partnerships, program development, and organizational growth. Candidates must possess reliable transportation, a valid driver's license, and the ability to work across office, field, and project-site environments.
