JOB DESCRIPTION THOMASVILLE CITY BOARD OF EDUCATION DIRECTOR OF CHILD NUTRITION PROGRAMS RESPONSIBLE TO
Superintendent and Chief School Finance OfficerQUALIFICATIONS
1. Hold as a minimum of an earned bachelor's degree from a regionally accredited senior institution of higher education is preferred. 2. Meet state qualifications for CNP Director Certificate. 3. Two years direct work experience or training is required; at least one in governmental accounting is preferred. 4. Demonstrate aptitude for successful performance of the duties and responsibilities required of this position. 5. Professional Development. A minimum of fifteen (15) clock hours or approved professional development per year is required for certificate validity. The Alabama State Department of Education, Child Nutrition Program will make the final decision on approval of professional development activities. 6. Background clearance 7. A high degree of honesty and integrity demonstrated through both work and personal experiences.DUTIES AND RESPONSIBILITES
1. Assume responsibility for administering and directing the Child Nutrition Program (CNP) in compliance with federal, state and local regulations. 2. Establish program standards and direct the operations of a financially sound and nutritionally adequate child nutrition program. 3. Evaluate each school unit to determine its effectiveness in achieving program goals and to assist in developing strategies for program improvement. 4. Ensure a board approved wellness policy and HACCP plan are in place for each school. 5. Plans, directs and evaluates the management of food service systems to ensure quality in the distribution, storage, production, merchandising and service of food. 6. Establish a personnel management system in cooperation with managers, administrators, and other appropriate personnel. 7. Develop and supervise a comprehensive professional development training program for all CNP personnel. 8. Establish and evaluate a system for procurement, receiving, storage and distribution of food, equipment and supplies. 9. Development and implement a system of administering the Child Care Food Program for after school programs. 10. Development and implement a system of handling Free and Reduced applications approval of school district. 11. Participates in facility planning, equipment specifications and selection for new and renovated schools. 12. Develop and implement with assistance from appropriate school staff, a program of maintenance and repair for equipment. 13. Provide leadership in the development and implementation of nutrition education experiences for students, teachers and food service employees. 14. Identifies program needs, establishes program goals, monitors program, activities and evaluates program effectiveness. 15. Administers a system for providing technical assistance to schools in all phases of food service including: food production, work simplification, staffing, work schedule, menu changes, special meals, equipment selection, use and care, inventory control, employee evaluation, cash control and methods of cost containment. 16. Supervises the activities of all Child Nutrition Managers. 17. Ensures that income from government sources and from sale of meals equals to or exceed expenditures for salary, fringe benefits, food, food supplies, equipment and indirect cost. 18. Prepare and analyze reports relating to school lunch program activities. 19. Develop and implement standards and controls for sanitation and safety in all phases of the school food service operation. 20. Visit all cafeterias as often as possible observing for possible improvements in the operation to assure a required system of accountability. 21. Conduct a formal review of each school and complete the USDA review form which covers all aspects of the Child Nutrition Program (must be completed by February 1 of each year). 22. Prepare specifications and bid conditions for all CNP items requiring such bids by law and/or Board policy. 23. Ensures that all accounting procedures for the Child Nutrition Program are recorded and maintained for sound fiscal control (including revenue posting, purchasing, accounts payable, bank reconciliation and reporting) with directions from the Chief School Finance Officer and the district's auditors. 24. Prepares budget for Child Nutrition Program with assistance of Chief School Finance Officer. 25. Assist in preparation of various reports. 26. Implement a professional growth plan for him/her. 27. Inform Chief School Finance Officer of potential problems or unusual events. 28. Participate in cross-training activities as required. 29. Assume other reasonable and equitable job-related duties assigned by the Superintendent and/or Chief School Finance Officer.REQUIRED KNOWLEDGE, SKILLS AND ABILITES
1. Knowledge of Federal and State Nutrition guidelines and food preparation. 2. Knowledge of sanitary and safety principals and practices applicable to food production. 3. Knowledge of requirements for purchasing and rotating equipment. 4. Knowledge of Food Guide preparation and food regulations. 5. Knowledge of nutrition standards and analysis as required by the state. 6. Knowledge of HACCP and other federal requirements affecting the Child Nutrition Program. 7. Ability to provide leadership for a significant diversity of individuals and/or groups, and perform work task effectively... 8. Ability and willingness to work extended hours and weekends when necessary to perform duties. 9. Ability and willingness to travel for meetings related to job duties and responsibilities when necessary. 10. A comprehensive knowledge of governmental fund accounting system. 11. Demonstrated knowledge of computers as they relate to the accounting system. 12. Demonstrated knowledge of use of computer software programs, such as Mosaic Menu Planning, Microsoft Word (Word Processing), Excel (Spreadsheet) and Access (Database). 13. Ability to work cooperatively with other employees. 14. Knowledge of accounting software programs, operation and ability to use other designated software. 15. Knowledge of laws, rules and regulations controlling budget, internal record keeping activities, and contract procedures. 16. Good typing skills. 17. Ability to use standard office equipment. 18. Ability to communicate effectively and professional with principals, CNP Managers vendors and other concerning the Child Nutrition Programs and other district matters. 19. Ability to prepare, organizes, maintain and produce accurate records and reports. 20. Ability to establish and maintain an effective filing system. 21. Ability to communicate effectively through oral and written communication. 22. Ability to work effectively under minimum supervision and follow instruction. 23. Ability to be professional and maintain confidentiality. 24. Be capable of moving and lifting moderately heavy weights. 25. Physical and emotional ability and dexterity to perform required work and move about as needed in a fast-paced high intensive work environment.JOB GOAL
