Job Description

SUMMARY:
Chief Executive and Administrative Officer of the City. Responsible to the City Council for the proper administration of all the city affairs assigned to the City Manager by City Charter, Ordinances and directives. Per the City Charter, the City Manager must reside within the corporate limits of the City of Vidor or move into the corporate limits within ninety (90) days from the time employment by the City begins.
ESSENTIAL DUTIES AND RESPONSIBILITIES
include the following. Other duties may be assigned. Appoints/hires directors of departments and appoints/hires, directly or through subordinates, other City employees Prepares policy and procedural proposals for review and adoption by the City Council Prepares budget annually and submits to City Council for approval and adoption Monitors execution of the budget during the year and advises City Council of the financial status of the City Prepares and submits to City Council an annual fiscal report Executes deeds, deeds of trust, easements, releases, leases, contracts, and other instruments binding the City to financial agreements and obligations Attends meetings of the City Council to receive instruction and policy and to explain operations Reviews operations franchised by the City to ensure that obligations are met Preserves and enhances the quality of life for the Citizens of Vidor, Texas, by observing the City's guiding principles Performs other duties as assigned.

QUALIFICATION REQUIREMENTS

REQUIRED EDUCATION AND EXPERIENCE
Bachelor s Degree in management or related field, or ability to complete the degree within one (1) year of employment. A minimum of five (5) years of management experience.
PREFERRED EDUCATION AND EXPERIENCE
Bachelor s Degree in management or related field. Master s Degree in leadership or public administration preferred. A minimum of five (5) years of management experience, with three - five (3-5) years of municipal, governmental or administrative-related management experience as a city manager, assistant city manager, director, assistant director, deputy director or like position.
LANGUAGE SKILLS
Ability to read, analyze, and interpret federal, state and municipal laws and procedures, election laws and procedures, city contracts, bid specifications, correspondence and other paperwork. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to successfully interact with citizens, workers and City Council, treating all with courtesy and respect.

MATHEMATICAL SKILLS
Requires ability to work accurately with numbers including checking totals and account codes and receipt numbers. Ability to perform basic math skills and computations.
REASONING ABILITY
Strong organizational skills necessary for prioritizing work, ability to follow procedures for processing important paperwork for the City Council, attention to detail and ability to work under pressure of deadlines.
PHYSICAL DEMANDS
The physical demands described here are representative to those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. While performing the duties of this job, the employee is regularly required to sit, use typewriter and computer, adding machine, use fax machine, copier, and telephone. Employee is required to file, handle notebooks, ballot boxes, mail and agenda packets. Employee must be able to read mail, computer screen, files and paperwork. Employee must be able to communicate with citizens, staff, and City Council over the telephone and in person and be able to transcribe recorded notes. The employee is occasionally required to climb or balance and must move boxes of files. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
MACHINES, TOOLS, EQUIPMENT AND WORK AIDS
Telephone, typewriter, transcriber, personal computer, ten-key calculator, copier, printer, and fax machine.
SUPERVISORY
Direct supervision of: Chief of Police, Sanitation Supervisor, Parks & Recreation, Right-of-way, Animal Control Supervisor, Maintenance Supervisor, Street/Drainage Supervisor, Librarian, Code Enforcement Officer, Finance & Accounting Supervisor, and City Secretary.
INTERPERSONAL
Ability to establish and maintain and effective working relationship with City officials, the news media, employees, and the general public.
OTHER REQUIREMENTS
Valid Texas Driver s License with an acceptable record required. Knowledge of Federal, State and Municipal laws and procedures required.
