We have more than fifteen years of proven performance in the delivery of professional construction management and engineering services to multiple clients throughout the United States. These services include providing onsite construction quality managers / inspectors, scheduling, cost estimating, construction document management, constructability reviews, design reviews, commissioning, facilitated partnering, change management, claims consulting, and AE/designer of record services. And we do all of this as a certified Service-Disabled Veteran-Owned Small Business (SDVOSB). Position Overview Civil Structural Engineer with PE stamping capabilities. Vali Cooper International is seeking a Senior Civil / Structural Engineer with active Professional Engineer (PE) licensure and the ability to independently stamp and seal engineering documents. This role supports design and engineering services for the U.S. Department of Energy Strategic Petroleum Reserve (SPR). The selected candidate will serve as the responsible Engineer of Record for civil and structural design packages supporting mission-critical petroleum storage and transfer infrastructure in a highly regulated federal environment. This position requires strong technical leadership, sound engineering judgment, and extensive experience in heavy industrial or federal facility design. Primary Responsibilities Serve as Engineer of Record and stamp/seal civil and structural design documents. Lead civil and structural design efforts for infrastructure upgrades and facility improvements at SPR sites.
Develop and review:
Structural steel systems (pipe racks, platforms, equipment supports) Reinforced concrete foundations and slabs Equipment and tank foundations Anchorage and embedment systems Grading, drainage, and site development plans Perform structural analysis in accordance with: ASCE 7 (including coastal wind exposure requirements)
ACI 318 AISC
Steel Manual UFC criteria and DOE standards Prepare and review calculations, technical specifications, design narratives, and construction documents. Coordinate with mechanical, piping, electrical, and process disciplines. Support value engineering reviews, constructability reviews, and internal quality assurance. Provide engineering support during construction (RFIs, submittals, site visits). Participate in field investigations and structural condition assessments. Projects are primarily delivered using a Design-Bid-Build approach within a federal contracting framework. Required Qualifications Bachelor's degree in Civil or Structural Engineering Active Professional Engineer (PE) license required Licensed in Louisiana and Texas or able to obtain reciprocity in both states 12+ years of progressive civil/structural design experience Demonstrated experience serving as Engineer of Record and stamping construction documents Extensive experience in: Industrial structural steel design Reinforced concrete design Heavy equipment foundation design Wind loading in hurricane-prone regions Experience supporting federal clients (DOE, USACE, VA, DOD preferred) Proficiency with structural analysis software (RAM, RISA, STAAD, or similar) Proficiency in AutoCAD and/or Revit Ability to obtain and maintain required site access/security clearance Preferred Qualifications Experience in energy, petroleum, or industrial processing facilities Familiarity with UFC criteria and federal design standards Experience performing structural assessments of aging infrastructure Construction phase engineering support experience Our Benefits VCI offers excellent benefits, including 100% paid medical premiums for each eligible employee and 20% of medical premiums for qualifying dependents.
