Job Description

Civil Engineer / Development Project Manager Overview We are a residential development company focused on creating modern lifestyle-oriented communities and hospitality-grade homes in the Hudson Valley and surrounding regions. We are seeking a highly proactive Civil Engineer / Development Project Manager to oversee subdivision approvals, permitting, infrastructure coordination, and residential development execution from concept through approvals and construction. This is not a traditional back-office engineering role. The ideal candidate will act as an owner-side technical leader responsible for driving projects forward, coordinating consultants and agencies, proactively managing timelines, and ensuring high-quality, submission-ready deliverables. The role involves close coordination with planning boards, environmental consultants, surveyors, architects, geotechnical engineers, attorneys, contractors, and government agencies. The candidate must be highly organized, technically strong, responsive, and capable of independently identifying and resolving bottlenecks before they delay projects. Key ResponsibilitiesDevelopment & Entitlement Management Lead and coordinate subdivision approvals, land development applications, and entitlement processes from inception through final approvals. Prepare, review, and manage submissions for Planning Boards, Zoning Boards, Health Departments, DOT, DEC, Army Corps, and other agencies. Coordinate and proactively manage SEQR/NEPA-related processes, environmental reviews, and permitting timelines. Track and manage all municipal comments, response letters, and revision cycles to ensure timely and complete submissions. Attend and present at Planning Board and public hearings when required. Civil Engineering & Technical Oversight Oversee civil engineering design for: residential subdivisions roads and access design stormwater systems grading and drainage septic systems utilities and infrastructure Review and coordinate wetland permitting, SWPPP preparation, erosion control, and environmental mitigation strategies. Coordinate with surveyors, wetlands consultants, geotechnical engineers, architects, and other technical consultants. Ensure technical packages are complete, internally coordinated, and submission-ready before filing. Permitting & Residential Construction Coordination Coordinate approvals and permitting for residential home plans and individual building permits. Manage Health Department approvals for septic and well systems. Coordinate infrastructure permitting and utility approvals. Assist with construction-phase coordination and technical issue resolution. Project Management Maintain detailed approval roadmaps, milestone schedules, and consultant action tracking. Identify project risks, permitting bottlenecks, and sequencing conflicts proactively. Ensure deadlines are met and projects continue moving without unnecessary delays. Coordinate with ownership and investors regarding project status, timelines, and critical decisions. Manage consultant accountability and technical coordination across multiple active projects. Qualifications Degree in Civil Engineering or related field. PE license preferred but not mandatory. Minimum 5+ years experience in: land development residential subdivisions permitting and entitlements municipal approvals infrastructure/site development Strong understanding of: SEQR/environmental review stormwater management subdivision regulations septic and well approvals Planning Board processes DOT/DEC permitting Experience coordinating multidisciplinary consultants and government agencies. Strong organizational and communication skills. Ability to independently manage multiple projects simultaneously. Software & Technical Skills Preferred experience with: AutoCAD Civil 3D GIS / Arc

Bluebeam Microsoft Project or similar PM software Land development permitting workflows and municipal submission processes Ideal Candidate The ideal candidate is: highly proactive technically organized solution-oriented responsive and deadline-driven comfortable operating in fast-moving development environments capable of taking ownership of projects rather than simply responding to tasks Experience working directly for a developer or owner-side organization is highly preferred.

$67,004.48 - $80,693.57 per year
