The Cannabis Regulatory Commission is an agency of the Lower Sioux Indian Community in the State of Minnesota, responsible for regulation of the cannabis industry within the Community's jurisdiction. The Board of Commissioners, consisting of three Commissioners serving limited terms, is charged with supervision of the Cannabis Regulatory Commission.ELIGIBILITY AND REQUIRED QUALIFICATIONS
At least one Commissioner must be a Qualified Member, as defined in the Lower Sioux Indian Community Enrollment and Membership Privilege Ordinance. The following individuals may not serve as aCommissioner:
A Community Council member. A Gaming Commission member. An owner, director or equivalent, or employee of an entity licensed to engage in the cannabis industry under the Cannabis Regulatory Ordinance. An employee in a management or supervisory position with the Community Gaming Enterprise. A person convicted of a crime involving violence, fraud, felony theft, embezzlement, bribery or kickbacks, conversion, or, in the last ten years, of drug crimes (except for marijuana possession). A candidate can request that the Community Council waive this basis for disqualification by showing that the candidate has taken responsibility for an applicable offense and is rehabilitated. A person under the age of 21. At a minimum, applicants for the Commissioner position must possess the following: A high school degree or equivalent. Experience working in deadline-driven environments. Familiarity with Microsoft Office. Strong written and oral communication skills. Strong interpersonal skills. A valid driver's license. Preferred qualifications, the following are preferred qualifications that will set applicants apart from their competition: Post-secondary education. Legislative or regulatory experience. Compliance experience. Business management experience.ESSENTIAL DUTIES AND RESPONSIBILITIES
Commissioners, convened as the Board of Commissioners, shall perform the following duties and responsibilities: Select a Chair, Vice-Chair, and Secretary. Make personnel decisions. Supervise the activities of the Cannabis Regulatory Commission Director and employees in carrying out the Cannabis Regulatory Ordinance. Advise the Cannabis Regulatory Commission Director in performance of his or her duties and responsibilities. Subject to Community Council approval, review and act on recommendations regarding rulemaking, fees and taxes, and licensure. Audit, inspect, and monitor licensees. Make final decisions regarding administrative enforcement actions against licensees. Sue for violations of the Cannabis Regulatory Ordinance. Cooperate with law enforcement in the investigation and prosecution of criminal offenses related to cannabis activity. Work cooperatively with the Minnesota Office of Cannabis Management and equivalent regulatory bodies of other Indian tribes in Minnesota. Maintain records regarding licensure, enforcement actions, and product tracking. Regularly report to the Community Council. Attend and, when appropriate, report on activities at Community quarterly meetings. Other activities designated by the Community Council. Regular attendance necessary. Regular punctuality is necessary. Available and willing to work any changes in hours on the schedule at any time during employment. Other duties as assignedWORKING CONDITIONS
The Commissioner role is a part-time role. The Commissioner will spend the majority of work hours in an office or conference-room setting, with occasional travel to places of business of licensees. While in office, the Commissioner may be exposed to light noise and related distractions. The Commissioner will not be expected to lift significant weight or engage in labor activities.DISCLAIMER
