Job Description
Position Summary The Community Manager serves as the senior operational leader for Towamensing Trails Property Owners Association (TTPOA), a large-scale planned community. This role is responsible for the comprehensive day-to-day administration, financial stewardship, vendor management, governance support, and property owner relations of the Association. Reporting directly to the Board President, the Manager acts as the primary agent of the Association, executing Board-approved policies in strict accordance with the Pennsylvania Planned Community Act, TTPOA governing documents, and established procedures. Compensation & Employment Terms •
Salary Range:
$60,000 - $80,000 annually, based on experience and certifications. •Status:
Full-Time, Exempt, based on a 40-hour work week. •Contract:
At-Will with a3-year term-based contract. •Bonus:
Opportunity for up to a 5% performance-based bonus based on KPI's such as budget adherence, project completion timelines and property owner satisfaction. •Benefits:

1 week of vacation to start for the first year of employment beginning after the 90-day probationary window. Essential Duties and Responsibilities Personnel Management & Team Collaboration •Staff Supervision:
Responsible for the direct management and oversight of all administrative office staff. •Seasonal Staff:
Manage all spring and summer part-time staff to ensure community amenities and services are fully operational during peak seasons. •Maintenance Partnership:
Partner closely with the Maintenance Manager and staff to coordinate and oversee day-to-day community operations, repairs, infrastructure projects and community events. Community Operations & Communication •Daily Administration:
Oversee all daily operations of the Association for 4,000+ properties. •Public Calendar:
Maintain and update the official public community calendar to keep property owners informed of events. •Email Management:
Address and manage all incoming correspondence sent to the official office email address. •Owner Relations:
Serve as the primary professional contact for property owners, utilizing de-escalation and conflict resolution. •Standard Operating Procedures:
Responsible for creating and maintaining a comprehensive set of SOPs for all recurring community tasks. •Notices:
Direct official communication channels; all formal notices must be approved by the President prior to release. •Records:
Maintain meticulous records of community conditions, maintenance logs, asset inventories, and emergency action plans. Vendor & Contract Administration •Competitive Bidding:
Required to RFP all bids on contracts to ensure the Association remains competitive. •Quote Requirements:
Must solicit and obtain a minimum of 3 quotes for all services and projects to provide formal recommendations to the Board of Directors. •Compliance:
Monitor vendor performance and verify insurance and safety requirements before authorizing payment. •Ethics:
Strictly adhere to ethical standards; kickbacks or unauthorized incentives are prohibited. •Security Management:
Responsible for the management and oversight of the third-party security company contracted for the community. Financial Management & Governance •Budgeting:
Lead the preparation of annual operating and reserve budgets. •Financial Oversight:
Monitor monthly financial performance and report variances to the Board of Directors. •Board Relations:
Attend all monthly Board of Directors meetings and provide expert guidance. Required to be available as emergencies dictate. •Documentation:
Prepare professional meeting agendas, management reports, and action-item trackers in advance of Board meetings. •Governance:
Execute Board-approved policies in accordance with the Pennsylvania Planned Community Act and Association governing documents. Decision-Making Authority The Community Manager is authorized to make routine operational decisions within the limits of Board-approved budgets and policies. Central to this authority is the requirement to work in close partnership with the Board of Directors, providing regular updates to ensure transparency. Formal Board approval remains mandatory for major service contracts, capital expenditures exceeding approved limits, and any modifications to governing documents or personnel policies. Attendance & Physical Requirements •Timekeeping:
Required to punch in and out daily via the Association's designated time clock. •Operational Transparency:
Notify and update the Board President when needing to leave the office during scheduled work hours. •Field Work:
Ability to traverse various terrains (paved and unpaved) during community inspections in various weather conditions. •Office Tasks:
Ability to sit or stand for extended periods and perform standard tasks including computer usage and filing. Preferred Qualifications •Certifications:
CMCA®, AMS®, or PCAM® designation is strongly preferred. •Experience:
Proven experience managing large-scale communities (4,000+ units). •Knowledge:
Deep familiarity with the Pennsylvania Planned Community Act and regional labor laws. •Technical Skills:
Proficiency in industry-standard property management software. Microsoft Office Suite, ZOOM, TEAMS & financial accounting software. • Recent continuing education or specific experience with Act 180 (Uniform Planned Community Act).Pay:
