Job Description

The Property Manager is responsible for the overall operating performance of the property, ensuring the property standards are met and consistent with Housing and Urban Development and Low-Income Housing Tax Credit requirements. The Property Manager has oversite of the entire operation of the property and maintaining full compliance. The Property Manager oversees and is responsible for: financial management, resident accounting, from collecting rent to readying vacant units; lease enforcement; site-based waiting lists; resident records; the requirements of leasing an apartment, resident relations and retention; unit turnover procedures; property maintenance; property equipment; security; supervision of all staff; safety and risk management. Duties & Responsibilities Hires, trains, supervises and develops the employment of those supervised under the direction of the Regional Manager. Attends at least one Low Income Housing Tax Credit or HOME training per year. Monitors, assists, and makes recommendations to improve marketing and leasing activities; reviews occupancy status, monitors utility allowances for accuracy, monitors rent/income limits for accuracy, recommends alternative rent schedules based on market studies. Completes weekly reports and other assignments in a timely manner. Maintains thorough, current, personal knowledge of governing HUD requirements, regulations, forms and procedures for effective facility management. Complies with Fair Housing Laws. Manages the application and admission process, including resident recertifications and admissions. Directs all move-ins, move-outs, home inspections and wait list activities. Resolves resident relation issues. Inspects properties to ensure the highest standards are maintained; evaluates maintenance, grounds, and housekeeping operations in areas of efficiency. Conducts periodic inspection of vacant apartments for market-ready condition. Gives direction to on site vendors and ensures vendor packet is completed entirely before any work is completed on site. Assists in or develops corrective programs for apartment community. Assists with preparation of annual operating budgets. Coordinates directly with Regional Property Manager to prepare for site inspections from various entities. Reviews and approves expenditures within specified budgetary guidelines. Negotiates and/or evaluates contracts and makes recommendations. Participates in weekly manager meetings. Conducts weekly inspections of grounds and building. Maintains accurate and complete records of inspections. Takes prompt and appropriate corrective action as needed. Maintains sound rent collection, including adhering to strict delinquency procedures. Ensures financial solvency by monitoring all costs and implementing a system for achieving 0% rent delinquency. Processes any legal actions required to enforce lease requirements. Maintains positive working relationship with state housing development agencies and Housing and Urban Development. Performs other duties as assigned. Competencies
