Job Description

The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Conservation Operations Supervisor 2 will supervise several work crews at multiple locations in the repair and maintenance of agency buildings and facility infrastructure. These tasks include the maintenance, operation, rehabilitation, improvement, or construction of department structures and facilities: including buildings and grounds, trail and road systems, recreation facilities, environmental education centers, fish hatcheries, water access sites, state forests, wildlife management areas, or automotive maintenance centers. Duties may include establishing work schedules, observing work in progress, distributing equipment and materials, purchasing and maintaining inventory of supplies, maintaining cost account records, and preparing written reports. Participate in the recruiting, hiring, training, and evaluation of staff; or prepare, coordinate, and manage various contracts.

Specific duties include
  • Supervise Trades Generalists and contractors located at Kings Park Marine Resources Headquarters.
  • Operate and maintain air cooled chiller plant and heat reclaim system.
  • Operate and maintain all related auxiliary air-conditioning equipment, including but limited to ductless split systems.
  • Operate and maintain heating, ventilation and air conditioning (HVAC) systems.
  • Operate and maintain BMS controls system, AHU's, 4 pipe Fan Coils Units, VFD's, pumps, motors, Variable Air Volume systems and Constant Air Volume systems.
  • Ensure proper operation and airflow through various exhaust systems; including laboratory fume hoods, and general exhaust systems.
  • Ensure the FDA lab is always operational.
  • Operate, maintain and repair all electrical and plumbing systems.
  • Landscaping and Snow removal may be required.
  • Utilize all computer software related to the trade specialty, including but not limited to Microsoft office, building access software, and cctv.

NY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotion:
You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment).
Open Competitive:
Either 1. three years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work. Or 2. two years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.

Individuals may also be eligible via the following: Reassignment Eligible
  • Currently in the title and an employee of DEC.orReinstatement Eligible
  • Previously held the title on a permanent competitive basis.orTransfer Eligible
  • One year of permanent competitive service at Salary Grade 13 or higher and eligible for transfer under Civil Service Law.
Additional comments regarding the vacancy. Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.

Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain.

Must be able to work in remote areas.

Must be able to work in adverse weather conditions. Travel may be required.

Overtime may be required. Overnight travel may be required.

Weekends and holidays may be required. Must be available for emergency response.

Must be available to respond to after-hours emergencies.

Must be able to lift and move objects up to 50 pounds.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
