Job Description
Essential Duties:
- Develops for approval by the County Commission, policies and procedures for the effective operation and administration of County government.
- Directs and coordinates administration of County government in accordance with policies and procedures approved by the County Commission.
- Enforces all ordinances, rules, regulations, and polices enacted by the County Commission.
- Maintains relationships with other community organizations, government agencies, and other organizations as are desirable or necessary in the best interest of the County and in conformity with the overall objectives and policies of the County.
- Meets with department heads to discuss overall operations.
- Meets with Commission and private sector to discuss programs and projects, and to manage public concerns.
- Directs and advises department heads and staff on various issues, projects and programs.
- Prepares/directs preparation of annual budget; submits estimates to authorized elected officials for approval; oversees budget in its entirety.
- Prepares and/or oversees contracts, grants, and commitments as may be authorized by the Commission or by established policies.
- Plans for future development to provide for population growth and expansion of public services.
- Develops and supervises the execution of personnel procedures.
- Provides property management of County buildings, including oversight of public works construction projects.
- Manages subordinate department heads who supervise employees in Animal Shelter, Finance, Purchasing, Planning & Zoning, Maintenance/Operations, Emergency Communications Center, Emergency Management, Safety, Risk Management, IT, Human Resources, Grants Management, Road, Fire/EMS, DWI, and Misdemeanor Court Compliance Officer.
- Responsible for the overall direction, coordination, and evaluation of these departments.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
- Responsible for overseeing the interviews, hiring, and training of employees.
- Coordinates projects; communicates changes and progress; completes projects on time and within budget.
- Manages difficult or emotional customer situations.
Preferred Knowledge, Skills, and Experience:
- Knowledge of legislative priorities, awareness of upcoming issues that impact counties, employees, land use, water, incarceration costs, community projects, etc.
- Knowledge of Microsoft Office, Excel, Word, PowerPoint, Publisher and other computer programs.
- Ability to express oneself clearly and effectively in oral and written form including the ability to engage in public speaking.
- Ability to provide leadership abilities with strong persuasive and presentation skills.
- Ability to perform essential functions and adapt to working conditions.
- Experience in Intergovernmental relations, communications with federal, state and local governments and their agencies.
- Experience with the "Open Meetings Act" and requirements for closed meetings.
- Experience in providing Notice of Public Meetings.
- Experience with Government budgets and the budget preparation process.
Mental Functions/Requirements:

- Must be able to read and understand such items as journals, contracts, personnel documents, abstracts, financial reports and similar documents.

- Must be able to direct and work through lower level supervisors to establish and implement policies, set priorities and render decisions in administering or managing the various functions of Torrance County government for which the Board of County Commissioners is responsible.
- Must be able to analyze and interpret mathematical information in written or diagrammatic form; work with complex financial and statistical data.
- Must be able to organize, plan and direct the work of others, as well as own work.
- Must be able to plan and effectively execute long- range projects.
- Must be able to act decisively, objectively and calmly in crisis situations.
- Must be able to effectively safeguard confidential information.
- Must be able to work under extreme circumstances at times, and under pressure and stress most of the time.
- Must be able to use tact and courtesy in working with a wide range of individuals, including the public, sometimes under tense circumstances.
- Must demonstrate sufficient and adequate mental and emotional stability to withstand the rigors of a supervisory position.
Minimum Requirements:
- Must have a valid New Mexico driver's license, must be insured for liability purposes.
- Bachelor degree in Business Administration, or related field.
- M.P.A., M.B.A. or graduate course work in public administration preferred.
- Minimum three (3) years' experience in public administration, public accounting, business or public management, or public finance and budgeting will be considered.
- Five (5) years' experience in County government preferred.
- Minimum five (5) years managerial/supervisory experience required.
- A combination of relative education and experience may be considered.
