Job Description

City of Lathrop Customer Service Representative I There is not a current vacancy. This job posting is being used to establish an eligibility list. This posting will close on May 31, 2026 at 11:59 p.m. The Position The Customer Service Representative I is the entry level class in the Customer Service series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex accounting support and customer service duties while learning City policies and procedures. Incumbents are expected to perform the full scope of assigned duties, including a wide variety of accounts payable, accounts receivable, utility billing, business and animal license processing/issuing and related support duties. This classification is alternatively staffed with Customer Service Representative II, and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher level class. About Lathrop Incorporated in 1989, the City of Lathrop is located in the Northern San Joaquin Valley and sits east and west of the San Joaquin River. Interstate 5, Interstate 205, and State Route 120 intersect within the city. We are located approximately 70 miles east of San Francisco and 70 miles south of Sacramento. Monterey, Santa Cruz, Napa Valley, and the Sierra Nevada Mountains are all located within 2 hours of Lathrop. Lathrop is centrally located within a 30-minute commute of Tracy, Manteca, Stockton, Ripon, Lodi, Modesto, and Livermore. The Department's January 1, 2026, population estimates show Lathrop grew from 38,791 residents in 2025 to 40,942 residents in 2026, an increase of 2,151 people, or 5.5% . The report ranks Lathrop as the second fastest-growing city in California with a population over 30,000, behind only Mountain House. Lathrop also ranked fifth among California cities under 300,000 residents for the largest numeric population increase. With the continued growth in the residential communities, our population is anticipated to reach approximately 70,000. Supervision Exercised/Received Receives immediate supervision from the Customer Service Supervisor or higher level staff. Incumbents in this classification do not routinely exercise supervision.
Essential Functions:
(include but are not limited to the following) Performs a variety of clerical and technical accounting duties, which depending on the area of assignment may include accounts payable, accounts receivable, business and animal license processing/issuing and general accounting duties; provides customer services in person and by telephone; performs cashiering duties. Receives payments, issues receipts, balances cash and prepares daily bank deposits; gathers payments and documents from the outside drop box; records debits and credits to cash analysis sheet; performs data entry and posts receipts to various City accounts and funds; operates cash register. Acts as the City's main receptionist; answers and routes calls as appropriate; receives the public at the front counter; answers questions and processes requests; sorts and processes Department mail; maintains a variety of records and files; orders supplies for the Department. Processes all business license requests; assists customers with questions regarding business licenses; routes all business license requests to appropriate departments for approval; maintains posting of payments; mails renewals and past due notices; prints and mails all business licenses upon approval; maintains business license files; notifies Code Enforcement of non-renewals. Performs customer service as it relates to the City's Utility services, including billing issues, new accounts, cancellations of accounts, work orders and researching balances owed; performs utility billing duties as required. Handles accounts payable; sorts and distributes invoices from vendors; contacts vendors regarding invoices and payments; processes invoices; receives departmental approval; enters all pertinent information into the City's computer system; generates, prints, signs and mails checks for payment; files and maintains copies of checks with invoice backups; creates various accounts payable reports. Prepares accounts receivable; receives and posts payments for utility billing, business licenses and various fees for other departments. Builds and maintains positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff and the public. The full job description(s) can be viewed by accessing the following link: Customer Service Representative I - $61,155.00 - $74,336.00 Annually Education and/or Experience Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Customer Service Representative I. A typical way of obtaining the required qualifications is to possess the equivalent of two (2) years of increasingly responsible experience performing a wide variety of general clerical, reception, public contact and public service work, providing information and/or directing requests over the telephone and at a public counter. Physical Working Conditions Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.
