Job Description

Role and Responsibilities This role performs a wide range of specialized customer service, financial, and clerical duties to support the day-to-day operations of the Water District. As part of a highly collaborative, cross-trained team, this full-time role serves as an operational anchor. Responsibilities include managing customer accounts, processing utility billings and payments, dispatching field work orders, and providing exceptional front-line service to district residents. This position requires a high level of accuracy, multi-tasking, and accountability. Serve as a primary point of contact for the public: answer multi-line phones, greet walk-in customers, and independently resolve inquiries regarding district policies, water rates, and billing procedures to achieve first-contact resolution. Process payments (including cash, check, credit card, online portal, and night drop box), balance the cash drawer, post batches, and handle daily bank deposits and bank runs. Assist with opening/closing tasks and keeping the front lobby professional and welcoming. Become proficient in all utility management software: accurately update customer records, set up new accounts, process transfers, finalize accounts, and input Backflow data. Accurately input monthly meter readings into the district database. Review reports for high/low usage anomalies prior to billing, investigate usage discrepancies, and create customer notifications as needed. Review, correct, and process utility billing cycles. Calculate and apply adjustments, run penalties, and process delinquent accounts. Create, track, and close out field service orders for meter reads, leak checks, complaints, service connections/disconnections, etc. Coordinate seamlessly with field technicians. Create and maintain District records, spreadsheets, correspondence, and reports per District policy. Develop and regularly update internal "How-To" documentation and standard operating procedures for daily tasks to ensure continuity. Apply a foundational knowledge of District policies, procedures, and basic accounting principles to daily tasks. Perform other duties as assigned.
