Compensation:
Annual pay range: $50,000-$60,000 • Salary can vary depending upon education, experience, or qualifications. Position Summary:
The position (K0229026) The incumbent will play a key role in coalition and partner outreach, and acts as a policy researcher and serves as the liaison to the Kansas legislature on behalf of KDHE. As a policy researcher, this job entails researching state and nationwide health and environmental policies, inclusive of Medicaid, on behalf of Kansans. This includes representing the Kansas Department of Health and Environment in front of the Legislature, the Governor's Office and staff/officials in other state agencies and organizations. The incumbent maintains knowledge of how legislation impacts agency goals and policies. Works to cultivate relationships with key officials, staff, policy makers and related governmental bodies and leaders. Manage requests from the Office of the Governor and the Kansas Legislature. Job Responsibilities may include but are not limited to the following: The incumbent performs grassroots cultivation in developing and recommending nonpartisan engagement strategies. This position consults with the State Health Officer and Agency leadership, in addition to working with agency staff to develop and implement action plans for approved legislation within the state, county, city and agency levels. Serves as a resource for KDHE staff regarding the interpretation of legislation and answers questions given by constituents. Attends regularly scheduled KDHE staff meetings and participates in agency functions, committees, and/or teams as necessary. Provides input regarding agency legislative matters as requested. Incumbent endeavors to forecast agency needs and works with agency staff and constituents to develop strategic plans to meet the needs of KDHE and mitigate obstacles. Represents KDHE at agency, state, or local functions as requested. Qualifications
Education:
High School, GED
Licensing & Certification:
Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the Stat
Minimum Qualifications:
One - two years of experience drafting, lobbying, and/or implementing legislation. Education may be substituted for experience as determined relevant by the agency. Word, Excel, PowerPoint, Access Proofreading, editing, attention to detail Experience working with the Kansas Legislature
Preferred Qualifications:
Bachelor's degree in political science, health care, environmental related field or four years related experience. Experience performing policy research Experience in public sector/government Experience drafting talking points for testimony Experience drafting or reviewing policies, procedures, or legislative documents
