Job Description
An employee in this class supports the Emergency Services Director in overseeing countywide emergency services programs and operations. Responsibilities include emergency planning and response coordination, Emergency Management, Fire Marshal support functions, E-911 telecommunications oversight, emergency medical dispatch operations, and coordination with emergency medical response agencies. The employee exercises significant independent judgment in emergency preparedness, response coordination, and operational decision-making. The role requires extensive interaction with emergency responders, volunteer organizations, and the general public, requiring professionalism, tact, and diplomacy. The employee is subject to hazards associated with emergency response such as exposure to hazardous conditions associated with emergency response operations, including extreme weather, chemicals, electrical hazards, moving equipment, confined spaces, elevated work areas, and bloodborne pathogens. The employee will be required to respond during and after normal business hours. Work is performed under general supervision and is evaluated through observation, conferences, and written reports concerning the quality and effectiveness of work performed. This employee reports to the Emergency Services Director. Reviews, updates, develops and recommends emergency management plans, standard operating guidelines and procedures; develops and recommends emergency preparedness exercises; responds to emergency calls before, during and after the workday; assists in operation of the County Emergency Operations Center during a disaster; oversees emergency notification system for the County; monitors Web EOC tracking program; provides information updates to County staff and emergency responders during emergency situations; inventories shelter trailers and makes sure all trailers are equipped and ready. Serves as liaison between primary EMS units and the state; serves as liaison between non emergency medical transport companies and the state; prepares weekly reports; attends quarterly meetings; prepares/reviews modifications on level of care; assists in investigating service complaints; serves on peer review committee; develops grant applications; participates in development of policies, procedures and protocols; serves on various committees to represent the County. Assists with managing the E-911 emergency medical dispatch and telecommunications function. Assists in the Fire Marshal function including reviewing reports and maintaining records. Participates in preparation and administration of capital and operating budgets for the department. Participates in hiring, promotions, performance coaching and evaluation. Provides public and media information regarding disaster information. Researches and recommends changes in protocols, response and programming. Performs related duties as required. Considerable knowledge emergency planning and preparedness and of the types of industrial and commercial operations in the County and any related potential hazards. Knowledge of the laws and regulations covering fire prevention and investigation. Knowledge of technology, protocols, principles and practices of emergency 911 telecommunications and emergency medical dispatch. Some knowledge of modern and effective management and supervisory principles and practices including leadership, motivations, communications, collaborative conflict resolution, disciplinary procedures, and performance coaching and evaluation. Some knowledge of the organization=s personnel, budgeting and purchasing policies and procedures and related state and federal laws and regulations. Knowledge of the application of information technology to the work of the department. Working knowledge of modern and effective supervisory skills. Skill in collaborative conflict resolution, public speaking and public contact. Ability to establish and maintain good working relationships with other employees, business and civic leaders, emergency response personnel, and the general public. Ability to communicate effectively; ability to prepare and submit clear and concise reports in criminal and civil court. Ability to prepare and maintain accurate and detailed records. Ability to make sound decisions and inspire confidence under the stress of emergency conditions. Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, and perform repetitive motions. Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Must possess the visual acuity to perform administrative and computer related tasks and to inspect buildings. Graduation from an accredited college or university with a degree in management or related field and emergency services and supervisory experience; or an equivalent combination of education and experience. Possession of a valid North Carolina driver's license.
