Job Description
The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload. Digital Communications & Social Media Management Develop, implement, and manage Hernando County's digital communications and social media strategy across official platforms, including Facebook, X, LinkedIn, Instagram, and other emerging communication channels. Create, produce, schedule, and manage engaging digital and print content, including social media posts, videos, graphics, photography, blogs, brochures, flyers, banners, reports, directories, newsletters, and other promotional materials supporting County programs, services, and initiatives. Produce and edit short-form multimedia content, including videos, reels, stories, and photography, to enhance public awareness, civic engagement, and community outreach. Ensure messaging across all platforms remains accurate, professional, consistent, accessible, and aligned with Hernando County branding and communication objectives. Monitor and respond to public inquiries, comments, messages, and audience engagement across digital platforms while providing professional customer service and resolving or escalating issues as appropriate. Stay current with emerging trends, technologies, and best practices in digital communications, social media management, and public information strategies. Collaborate with Hernando County departments to highlight news, events, services, and initiative. Website & Digital Platform Management Oversee the development, maintenance, accessibility, optimization, and ongoing content management of Hernando County websites and digital platforms to ensure accuracy, usability, and alignment with departmental and community needs. Collaborate with Hernando County departments to develop, update, and maintain timely and relevant website content, including news releases, event information, resource materials, and public service information. Utilize content management systems, analytics platforms, and digital communication tools to improve website functionality, search engine optimization (SEO), and overall user experience. Maintain and organize digital media assets, including photographs, graphics, videos, and marketing materials for County-wide use. Community Engagement & Public Information Support community engagement initiatives through digital outreach campaigns, online events, public service announcements, surveys, newsletters, and engagement platform content. Coordinate with County departments and community stakeholders to promote County programs, services, projects, and special events through strategic digital communication efforts. Attend County meetings, outreach events, and community functions to capture and develop multimedia content that promotes civic engagement and public awareness. Analytics & Reporting Monitor, analyze, and report on website and social media performance metrics, including audience engagement, reach, traffic, and growth, and utilize analytics to guide communication strategies and continuous improvement efforts. Prepare organized and user-friendly reports summarizing digital communication performance, media monitoring activity, and outreach effectiveness. Administrative & General Duties Utilize software and communication tools such as Adobe Creative Suite, Canva, Constant Contact, EngageHernando, media monitoring platforms, and related applications to support County communication initiatives. Create and maintain communication and branding materials for County departments as assigned. Perform other related duties as assigned. Deliver excellent customer service by professionally answering calls, addressing questions and resolving or escalating issues as needed. Emergency Response County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Employees may request an exemption from this requirement by submitting the appropriate exemption form, subject to review and approval. Minimum Qualifications Associate's degree in communication, public relations, marketing, or similar field. Three (3) years of professional experience in video editing, advertising, public relations, marketing, graphic design, website development, email marketing content, journalism work, or related field. A combination of education, training and experience may be substituted at the County's discretion. Licenses, Certifications, or Registrations Must possess and maintain a valid Florida Driver's License or must obtain within 30 days of establishing residency in Florida and be insurable by current insurance carrier, or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle. NIMs certification 100, 200, and 700 Required Competencies Proficiency with social media platforms (Facebook, X, LinkedIn, Instagram, etc.) and social media management tools (Hootsuite, etc.). Strong knowledge of website management, content management systems (WordPress, etc.), and basic HTML. Experience with website analytics tools (Google Analytics, etc.). Proficient in design tools such as Adobe Creative Suite (Photoshop, Illustrator, Premiere Pro), Canva, or similar platforms. Strong written and verbal communication skills with a keen eye for detail. Ability to work independently and as part of a team in a fast-paced, dynamic environment. Knowledge of public sector communications and community engagement is a plus. Creative thinking, problem-solving abilities, and adaptability. Physical Requirements/Work Environment Work is primarily in a sedentary office environment, program presentations in a variety of settings, including inside and outside environments. The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds. The job requires frequent bending, twisting, and occasional squatting, climbing, kneeling, and balancing. The job requires the completion of tasks that involve simple grasping, pushing, pulling, fine manual manipulation, and typing. The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking. Some travel may be required to attend local and non-local meetings, conferences, and workshops. Occasional evening, weekend, overnight work required for special events or urgent updates.Pay Grade:
