Job Description
Hampton County is seeking a Director of Building, Planning and Development Services to lead the County's building code, permitting, inspection, planning, zoning, floodplain, code enforcement, and development-review functions. This position will serve as a key member of the County's administrative team and will help guide responsible growth, improve permitting and inspection services, support the Planning Commission, strengthen ordinance administration, and reduce reliance on contracted services where appropriate. The ideal candidate will have experience in local-government building codes, inspections, planning, zoning, land development, floodplain administration, code enforcement, construction management, or related public-sector development services. ICC certifications, South Carolina Building Codes Council registration or eligibility, Certified Floodplain Manager credential, and experience with Planning Commission or zoning administration are preferred.
Essential Functions:
Oversees daily operations of the Building and Planning Department, including permitting, inspections, planning, zoning, code enforcement, and floodplain management. Supervises department staff, contracted inspectors, consultants, and administrative personnel. Administers and enforces adopted building codes, zoning regulations, land development ordinances, and related County regulations. Coordinates permit review, inspections, plan review, certificates of occupancy, and development approvals. Reviews zoning, subdivision, site plan, plat, rezoning, variance, and land-use applications for compliance with County ordinances. Prepares reports, recommendations, agendas, and presentations for the Planning Commission, Board of Zoning Appeals, County Administrator, and County Council. Oversees floodplain management activities and ensures compliance with FEMA/NFIP and County floodplain regulations. Manages code enforcement activities involving nuisance, property maintenance, zoning, and unsafe structure violations. Develops departmental procedures, workflows, records systems, and customer-service standards. Prepares and monitors departmental budgets, permit revenue, operational reports, and vendor contracts. Coordinates with County departments, municipalities, regional agencies, contractors, developers, and the public on development and infrastructure matters. Assists with Comprehensive Plan implementation, ordinance updates, growth management initiatives, and modernization of planning and zoning systems.
