Job Description
Hampton County, South Carolina is seeking a talented and forward-thinking IT Director to lead and enhance the County's internal technology operations. This hands-on leadership position is responsible for providing strategic direction, guidance, and oversight for all County technology systems, infrastructure, cybersecurity, applications, and support services while also participating in daily technical operations. The IT Director will manage network and systems administration, technology planning, vendor relationships, IT policies, disaster recovery efforts, and end-user support to ensure reliable, secure, and efficient technology services across all departments. The ideal candidate will possess strong technical expertise, leadership ability, problem-solving skills, and the capacity to work collaboratively with County leadership and staff to modernize and strengthen the County's technology environment.
ESSENTIAL FUNCTIONS
Coordinates daily work activities organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff; assists with complex/problem situations, and provides technical expertise. Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations. Consults with Administration, County officials, or other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations. Develops and implements long and short-term plans, goals, and objectives for the department develops strategies, plans, and tactics to provide consistent cost-effective, and standardized County-wide voice, data, and desktop support for County departments and officials; evaluates efficiency and effectiveness of department operations, programs, procedures, and resource management, implements improvements in program and operational procedures as needed.Develops and implements departmental budget:
monitors expenditures to ensure compliance with approved budget; makes budgetary recommendations relating to network and telecommunication systems for all County departments; works with administration to provide information technology guidance to department heads regarding budgets; reviews budget requests from other departments for information technology products; presents budgets to administration and County Council. Directs and coordinates information technology operations and activities direct strategy, planning, and support activities for County information technology systems, including voice, fax, and data communication, programming, computer operations, Help Desk desktop hardware/software, server support, data security, product evaluation, and related functions: implements and supports systems to improve County operations, maintain cost effectiveness, and enhances the public's view of the County and its management. Provides technical support training, information and assistance to department heads and system users: diagnoses, troubleshoots, and/or resolves problems; provides education in use of various software applications for the County Provides technical support for computer hardware and for desktop/server software applications; provides emergency medical dispatch support services during hurricanes or other emergency situations. Develops, updates, and implements departmental policies and procedures develops standards for developing and/or procuring systems; develops standards for operating and maintaining existing systems. Performs various administrative tasks conducts operational reviews; reviews and approves employee time sheets; reviews invoices for accuracy and forwards for processing. Manages and coordinates a work order system for reporting, tracking, and analyzing problem calls toManagement Information Systems Department:
establishes response time, mean time to repair, and outage objectives for problem reporting, tracking, and resolution; ensures reliability and responsiveness of information systems personnel in meeting needs of users. Coordinates and schedules information systems personnel to perform systems development installation, operations, and maintenance for County departments. Ensures the security and integrity of computer data engineers and maintains network security solutions; implements passwords and security procedures; maintains access controls and monitors system access; oversees installation and updating of virus protection software; maintains security of computer room and related areas. Coordinates technology projects for County departments: receives and prioritizes project requests and work orders; schedules and assigns projects; establishes projected timeframes for completion of projects; monitors status of each project and provides updates on status/progress; coordinates projects with technology personnel, vendors/service providers, other departments, and other parties.
