Job Description
District Human Resource Manager Qualifications Bachelor's degree in human resources, Business Administration, or equivalent experience preferred.
Employment and labor law experience required
SHRM Certification or PHR Required
5+ years of total Retail HR experience
Minimum of 3 years of Retail HR Business Partner experience, preferred
Proven success working on a multi-unit HR team and driving enterprise-wide initiatives. Exceptional communication and strong organizational influence skills with the ability to build alignment across diverse business units and lead through change.
Demonstrated ability to influence cross-functional and geographically dispersed business partners and their teams to achieve strategic goals while maintaining operational excellence. Proven success in leveraging data and analytics to forecast workforce needs, evaluate performance trends, and influence business strategy at the front-line leadership level.

Requirements Position Summary The District Manager, Human Resources at Prime Communications, acts as a strategic HR business partner and trusted advisor to district and store leadership, utilizing data-driven insights with practical expertise to design and execute innovative people strategies. Key Responsibilities Strategic Partnership & Business Alignment Serve as a strategic advisor to District Managers and Retail Sales Managers, aligning HR strategy with sales, operational, and profitability goals across all markets. Partner with mid-level leadership to address workforce needs, execute to staffing models, and deliver HR initiatives that directly support business performance. Drive field execution, ensuring consistent application of programs, policies, and culture across all retail locations within region. Leverage data and analytics to guide business decisions, identify trends in turnover, performance, and engagement, and proactively address risks or opportunities. Talent Strategy & Leadership Development Lead the execution of succession and workforce planning for store roles across assigned regions. Partner with field leadership and Talent Acquisition to ensure bench strength, leadership readiness, and talent mobility. Provide input on performance calibration and leadership development, ensuring fair evaluation and consistent accountability across the region. Champion a culture of coaching and continuous improvement, equipping District Managers and Retail Sales Managers to develop high-performing teams. Organizational Effectiveness & Change Leadership Lead and manage change initiatives — such as new program rollouts, restructuring or performance initiatives — ensuring adoption and engagement at store level. Build operational agility by fostering effective communication, resilience, and collaboration through periods of transformation or business adjustment. Employee Engagement & Culture Drive a culture that embodies Prime's values, fosters inclusion, and enhances employee engagement across diverse locations. Collaborate with leaders to interpret engagement data, develop action plans, and measure progress toward a more connected, motivated workforce. Lead consistent internal communications, recognition, and career development opportunities for employees. HR Operations, Compliance & Risk Management Oversee complex employee relations matters, providing strategic counsel to leadership while maintaining compliance and mitigating risk. Ensure adherence to federal, state, and local employment laws, as well as company policies and ethical standards. Partner with Area Director, HR, legal and compliance teams to proactively address potential exposure areas in employee relations or operational practices. Drive accountability for consistent HR processes across all regions, balancing flexibility with standardization. Leadership, Collaboration & Influence Influence, coach, and develop District Managers and Retail Sales Managers, ensuring alignment with enterprise people goals and a strong culture of partnership. Serve as the link between field leadership and Service Center HR Centers of Excellence (Compensation, Benefits, Talent Acquisition, Learning, DEI).
