Job Description

This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Under the general supervision of the Educational Specialist III of the Academic Advancement Section, Office of Curriculum & Instructional Design, the
Educational Specialist II:
1. Provides leadership in the planning, development, and monitoring of Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) grant activities. Evaluates GEAR UP program implementation and recommends improvements to ensure conformance to program standards, policies, legal or administrative directions, and state and federal guidelines. Provides leadership and technical direction in the development and implementation of the GEAR UP program initiatives. Maintains administrative and fiscal oversight of the program. 2. Keeps abreast of current and significant research and promising educational programs related to GEAR UP initiatives. Keeps abreast of federal policies and/or regulations and complies with requirements. Coordinates efforts with stakeholders to ensure accountability and compliance with program directives. Develops resources for and provides support to districts, complex areas, and schools, and provides guidance to support the effective delivery of a quality GEAR UP program. 3. Works with community and parent groups and other constituents requesting GEAR UP-related services. Collaborates with state-level personnel and complex area teams to build capacity and coordinate activities, resources, and program implementation efforts. Serves as a liaison between the Department and other state government agencies, community groups, and professional organizations in the area of GEAR UP. Serves as an active member on the Department's cross-functional teams related to supporting the Department's Strategic Plan and other assigned tasks related to the GEAR UP program. 4. Prepares program plans, annual performance reports, budgets, expenditure plans, contracts, memoranda of agreements, legislative testimonies, memos, and other documents as required. Prepares and presents GEAR UP information, reports, and testimony for a wide variety of audiences. Monitors GEAR UP federal funds and matching funds expenditures and documentation. 5. Identifies in-service training needs as related to GEAR UP objectives. Designs and/or facilitates professional development opportunities to provide technical assistance to staff responsible for carrying out GEAR UP programming. 6. Performs other related duties as assigned.
Education :
Graduation from an accredited college or university with a master's degree in a subject field appropriate to the area(s) of assignment.
Education Substitution :
Bachelor's degree from an accredited college or university or valid certificate license in education plus five (5) additional years of relevant experience in a subject field appropriate to the area of assignment.
Experience :
Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, including experience with program development, implementation, and evaluation.
Combined Education and Experience :
An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
Knowledge :
Foundations of American education; curriculum design and development; adult learning theory; group dynamics and group problem-solving techniques; project management principles and techniques; tests and measurements; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge :
Federal grant administration; equity strategies; research on contemporary, innovative instructional models; and experience with implementing action research processes. Ability to : Ability to work effectively in a team environment and collaborate with others to achieve goals. Demonstrated ability to design and implement innovative approaches to school improvement. Strong analytical, communication (oral and written), problem solving, and project management skills are essential. Ability to plan and lead workshops, seminars and other professional-level training sessions. Desired Ability to : Meet and workshop facilitate, survey development, grant writing, program management, evaluation, implementation and monitoring; business and networking skills; effective collaboration with a variety of constituents to accomplish program goals; effective partnership development with business and community agencies; short- and long-term planning and coordination in the area(s) of assignment; awareness of current and cutting edge research in the related area(s); strong organizational, multi-tasking, and problem-solving skills, innovative thinking, and adaptability; ability to meet deadlines; design thinking; innovative family and engagement strategies; growth mindset.
SALARY RANGE
EOSR-7, $113,660 to $160,893. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
WORK YEAR AND BENEFITS
This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

EDUCATIONAL OFFICER CONTRACTUAL AGREEMENT
Priority for appointments shall be given to qualified and tenured educational officers in that class who wish to move to that position through lateral transfer or a voluntary demotion and second to all other qualified educational officers with tenure.
