SUMMARY
The MTSS Coordinator provides districtwide leadership, coordination, and capacity-building to advance equitable, effective implementation of Hopkins Public Schools' Multitiered System of Supports (MTSS). This role supports academic, behavioral, social-emotional, and mental health systems to ensure all students—particularly students of color and students receiving educational benefits—have timely access to high-quality instruction and interventions aligned to district priorities and the Achievement & Integration (A&I) Plan.
Working collaboratively with school leaders, teachers, specialists, and district departments, the MTSS Coordinator strengthens systems, builds staff capacity, and uses data to inform continuous improvement across all tiers of support.
MEASURES OF ACCOMPLISHMENT
Educators will receive professional development focused on strong Tier 1 instruction, as aligned to district-defined indicators, in partnership with Innovation, Design & Learning and building teams
District develops and implements consistent written MTSS framework across all sites
MTSS framework contains visible evidence of how TNTP's principles of belonging, consistency, and coherence interface with all tiers of instruction
Consistent, disaggregated data cycle reviews occur at all sites
Adult roles and responsibilities within MTSS are clearly defined and communicated
Leadership structures at each building support the work of the coordinator
Educators experience professional learning on equitable academic press, including strategies for maintaining grade-level rigor while providing appropriate scaffolds, in partnership with Innovation, Design & Learning and building teams.
Expectations for identity-safe classroom practices aligned to TNTP belonging research are defined and communicated
Adult implementation of academic press and belonging practices is monitored through observation and reflection tools
Intervention placement patterns are disaggregated by race and F/R lunch and reviewed
A clear "supplement not replace" standard is established for Tier 2 and 3 services
Professional development supporting the creation of grade-level standards aligned interventions is provided in partnership with Innovation, Design & Learning and building teams
Intervention growth outcomes are monitored to assess progress toward proficiency
Extended learning opportunities are reviewed to ensure alignment to grade-level standards and equitable access
ESSENTIAL FUNCTIONS
Districtwide MTSS Leadership & Systems Development
Provide districtwide leadership for the design, refinement, and ongoing implementation of MTSS across academic, behavioral, and social-emotional domains.
Partner with the POSA to establish district expectations, guidance, and tools that support consistent MTSS implementation while allowing for site-specific context.
Support alignment of MTSS practices with district strategic goals, initiatives, and the Achievement & Integration Plan.
Equity-Centered Implementation & Capacity Building
Advance equitable access to Tier 1, Tier 2, and Tier 3 instruction and interventions, with particular attention to students of color and students receiving educational benefits.
Coach school leadership teams and MTSS teams to strengthen problem-solving practices, intervention design, and decision-making processes.
Collaborate with Innovation, Design & Learning and building teams to design and facilitate professional learning to build shared understanding of MTSS principles, inclusive practices, and instructional responsiveness.
Progress Monitoring & Data Use
Coordinate districtwide MTSS progress monitoring systems and tools in collaboration with relevant departments.
Support schools in analyzing multiple data sources to evaluate student response to instruction and interventions.
Monitor trends and patterns related to access, participation, and outcomes across MTSS tiers to inform district improvement efforts.
Collaboration & Continuous Improvement
Collaborate with Teaching & Learning, Student Services, and school leaders to ensure MTSS practices are integrated across district systems.
Support iterative planning and implementation aligned to the district's three-year Achievement & Integration Plan.
Contribute to evaluation, reflection, and refinement of district MTSS practices over time.
The MTSS Coordinator may also be assigned other duties as needed.
QUALIFICATIONS
Required
Demonstrated experience supporting MTSS implementation across academic and behavioral/social-emotional domains.
Strong knowledge of equity-based practices and systems-level improvement.
Experience using data to inform decision-making and instructional planning.
Proven ability to collaborate across roles and departments.
Bachelor's Degree
Preferred
Minnesota administrative or teaching licensure.
Experience in district-level leadership, coaching, or facilitation.
Experience supporting MTSS implementation in multiple school contexts.
