Essential Duties and Responsibilities
The ESL/MEP Instructional Specialist provides leadership and support for English Learner (EL), Multilingual Learner (ML), Immigrant, and Migrant Education Program (MEP) services across Henderson County Public Schools. This position ensures accurate data management and state/federal reporting compliance while supporting high-quality instructional practices for multilingual learners. The specialist collaborates with school and district staff to improve student outcomes through professional development, coaching, and program implementation.
Program Leadership and Compliance
Coordinate and maintain all ESL, Multilingual Learner (ML), Immigrant, and Migrant Education Program (MEP) data and records.
Manage student information and reporting requirements in Ellevation, NCSIS, MSIX, and other required state and federal systems.
Ensure accuracy of ML, Immigrant, and Migrant student identification, enrollment, services, assessments, and headcount reporting.
Monitor compliance with federal, state, and district requirements related to multilingual learner programs.
Assist with preparation of reports, audits, monitoring visits, and grant documentation.
Instructional Leadership
Support implementation of high-quality Core Instruction and English Language Development (ELD) instruction across the district.
Collaborate with school administrators, teachers, and support staff to strengthen instructional practices for multilingual learners.
Provide instructional coaching and technical assistance to teachers serving ML students.
Analyze student achievement and language proficiency data to guide instructional decisions and program improvement.
Professional Development
Design, facilitate, and evaluate professional development related to multilingual learner education, language acquisition, culturally responsive teaching, and effective instructional practices.
Support district initiatives that enhance educational opportunities and outcomes for multilingual learners.
Participate in and lead ongoing professional learning opportunities.
Migrant Education Program
Coordinate and manage Migrant Education Program (MEP) summer programming, including oversight of services provided through community partnerships such as the Boys & Girls Club.
Collaborate with families, school staff, and community organizations to support migrant student success.
Assist with recruitment, identification, and support of eligible migrant students and families.
Additional Responsibilities
Serve as a district resource regarding multilingual learner services and instructional best practices.
Attend required district, regional, and state meetings.
Perform other duties as assigned by the
ESL/MEP/WL
Director.
Minimum Qualifications
Education and Licensure
Valid North Carolina Professional Educator's License.
ESL Add-On Licensure or related credential preferred.
Experience
Minimum of three (3) years of successful teaching experience, preferably with multilingual learners.
Experience with instructional coaching, professional development, or educational leadership preferred.
Experience with student data systems, state reporting, and federal program compliance preferred.
Knowledge, Skills, and Abilities
Knowledge of federal and state laws, regulations, and best practices related to multilingual learners and migrant education.
Knowledge of language acquisition and effective instructional strategies for English learners.
Ability to analyze and interpret student performance and program data.
Strong organizational, communication, and collaboration skills.
Ability to facilitate engaging and effective professional development.
Proficiency with educational technology and student information systems.
Special Requirements
Must be willing to complete training and become a certified Project GLAD® Trainer.
Ability to travel between schools and district locations as needed.
Must maintain a valid North Carolina driver's license.
Physical Requirements
Ability to perform the essential functions of the position with or without reasonable accommodation.
Frequent standing, walking, speaking, and use of technology for presentations and data management.
