Job Description

We are seeking an experienced E-Learning Specialist to design, develop, and maintain high-quality digital learning solutions in support of the Transportation Safety Institute (TSI) under the USDOT. As an E-Learning Specialist, you will support the development and delivery of web-based and virtual training programs, working closely with instructional teams, subject matter experts, and Government stakeholders. This role combines instructional design, multimedia development, and technical expertise to ensure effective and engaging learning experiences aligned with TSI's mission. This position is contingent upon receipt of award and candidate's ability to pass required background screening.
Key Responsibilities:
Design, develop, and maintain e-learning courses using tools such as Articulate and Adobe Captivate. Create and revise SCORM-compliant training modules and integrate them into Learning Management Systems (LMS). Develop storyboards, scripts, and instructional materials for e-learning and virtual live training. Collaborate with project teams, instructors, and subject matter experts to ensure training requirements are met and projects remain on schedule. Produce multimedia elements including graphics, animations, audio, and video to enhance learning content. Upload, configure, test, and maintain e-learning content within LMS platforms. Support virtual live training (VLT) production and delivery, including troubleshooting technical issues. Apply instructional design principles and adult learning methodologies to create engaging training solutions. Ensure all materials meet quality standards for accuracy, usability, accessibility (including Section 508 compliance), and consistency. Review and update existing training content to reflect changes in policy, technology, or mission needs. Provide technical support to users, including troubleshooting access, browser, and system issues related to e-learning. Coordinate with internal and external stakeholders to incorporate feedback and continuously improve training products. Ensure all deliverables are completed on time with minimal defects and meet contract performance standards.
Qualifications:
Requred:
U.S. Citizenship Bachelor's degree in instructional design, education, multimedia design, graphic design, or related field (or equivalent experience) 4+ years of experience developing e-learning content At least 2 years of experience using Articulate and/or Adobe Captivate Experience developing and delivering virtual live training Strong proficiency with Microsoft Office Suite (Word, PowerPoint, Excel) Experience working with Learning Management Systems (LMS) Knowledge of instructional design principles and adult learning theory Strong communication, organization, and collaboration skills Ability to manage multiple projects and meet deadlines in a fast-paced environment Valid driver's license
Preferred:
Experience supporting federal or DoD training programs Familiarity with TSI or USDOT training environments Experience with Adobe Creative Cloud (Photoshop, Illustrator, Audition, Premiere) Knowledge of Section 508 accessibility requirements Experience with multimedia production (audio/video editing, animation) Strategic Results In assuming this position, you will be a critical contributor to delivering high-quality administrative and training support services that enable TSI to accomplish its mission of developing a skilled transportation workforce. You will play a key leadership role in ensuring operational excellence, effective coordination across divisions, and strong partnership with Government stakeholders. Your ability to align teams, manage performance, and drive continuous improvement will directly impact the success of the contract and the effectiveness of TSI programs.

$75,000.00 per year
