POSITION
BIL/ESL
INSTRUCTIONAL SPECIALIST
Exempt Status Exempt No. of Days According to district approved calendar Department Bilingual/ESL Reports To Executive Director-Bilingual Education • Bachelor's degree from accredited college or university, Bilingual/ESL certified Experience • Three to five years of experience as a BIL and/or ESL classroom teacher, staff development experience training teachers and paraprofessionals; Demonstrated leadership of other teachers.
POSITION FUNCTION/PURPOSE
To promote the quality of curriculum, instruction and professional development in the assigned content area. The specialist will collaborate with the principals, content directors, district instructional coaches and teachers to provide training using research-based instructional approaches, and interventions to meet district/campus needs based upon the analysis of student achievement data.
ESSENTIAL FUNCTIONS INSTRUCTIONAL MANAGEMENT 1.
Assist teachers, instructional directors and principals with the improvement of instruction through such activities as presentation of model lessons, designing, selection and distributing of instructional materials, and assistance with planning instruction. 2. Assist with the review and implementation of the district's instructional programs. 3. Provide feedback to instructional directors regarding textbooks, software, supplementary and other curricular materials for the assigned content area. 4. Plan and/or coordinate additional instructional student activities such as special programs, Page 1 of 4 projects, student and parent retreats and competition/exhibits at the campus and district level. 5. Spend a Minimum of 80% of instructional day in classrooms and in direct contact with teachers either modeling, coaching or conferencing.
SCHOOL/ORGANIZATION CLIMATE 6.
Work with instructional directors and principals to prepare and present program review of the assigned content area to the Board and staff as needed. 7. Participate in and/or conduct meetings for curriculum review and revision for instructional improvement with appropriate teacher and staff groups. 8. Work with instructional directors and principals to present and interpret to the Board any changes in instructional programs, their goals, contents, methods, procedures and materials. 9. Work with and/or coordinate instructional efforts with instructional directors.
SCHOOL/ORGANIZATION IMPROVEMENT 10.
Assist with the design or revision of instructional programs and curriculum documents in the assigned content area to further district instructional goals. 11. Exercise leadership in the development and revision of district level content area and other curriculum. 12. Collaborate with colleagues to encourage the integration of disciplines wherever appropriate. Personnel Management 13. Provide in-service and assistance for teacher improvement in collaboration and cooperation with principals. Administration and Fiscal/Facilities Management 14. Provide input and/or seek input from teachers, principals, directors, other staff members and parent advisory groups in formulating budget recommendations as may be requested. 15. Comply with federal, state, district and campus policies, and with operating and budgetary procedures and requirements. 16. Secure appropriate meeting sites for all professional development activities, communicating Page 2 of 4 in a timely and efficient manner with primary site managers concerning specific needs as may be requested. Student Management 17. Help instructional directors and/or principals to plan for all district-wide student activities sponsored by the school district. School/Community Relations 18. Work with instructional directors to plan for broad-based teacher and community involvement in curriculum development projects and seeking outside funding and grants. 19. Work with grant writer, through the instructional directors, to seek outside funding and grants as requested. Professional Growth and Development 20. Plan for and engage in professional development which updates knowledge of contents, programs, methods, outside proposals and state/federal guidelines. 21. Stay abreast of current research and best practices.
QUALIFICATION REQUIREMENTS 1.
Knowledgeable of ESL methodologies, bilingual transferable skills and language acquisition. 2. Knowledgeable of effective teaching techniques and procedures connected with Professional Development and Appraisal System, (PDAS). 3. Ability to work well with a diverse population.

WORK ENVIRONMENT

Must be able to maintain emotional control under stress. Occasionally required to travel to facilities within the district. May be required to work after school and weekends.
