General Description:
Coordinates, manages, develops, implements and monitors curriculum and instruction for K-5 language arts throughout the division. Complex work is performed within specific regulations, departmental objectives and policies; employee plans own work and collaborates with others as necessary. Contacts are regularly and frequently made at all organizational levels within and outside the department to explain and implement programs and policies; professional judgment is required.
Job Description:
Essential Job Functions :
Provides leadership for elementary literacy through planning professional development opportunities, assisting with selected literacy events, facilitating curriculum development by monitoring and guiding program direction and supporting teachers, administrators and parents as the specified instructional professional resource person. Collaborates on the work of school-based elementary literacy specialists. Facilitates curriculum development for elementary literacy; coordinates the proposed curriculum through the approval process. Provides assistance and direction and monitors curriculum program implementation throughout the county. Manages and monitors on-line curriculum. Develops guidelines for program and materials implementation. Aligns curricular materials, technology and assessments with departmental goals and objectives. Analyzes standards and designs instruction and assessments aligned with standards. Communicates regularly with secondary language arts specialists to ensure a K-12 continuum of best practices in the curriculum and instruction of literacy. Collaborates with instructional specialists from other departments/offices (e.g., special education, ESL, Title I, gifted education, etc.) to ensure best practices are used in multiple tiers of instruction. Coordinates and develops assessment resources for elementary literacy including periodic benchmark assessments. Uses assessment data to make instructional decisions related to curriculum and instruction. Recommends and implements improvements to curriculum, instruction and assessment based on ongoing analysis of results. Reviews and identifies instructional materials; manages adoption of digital platforms and literacy materials in accordance with county guidelines and procedures; provides staff development opportunities for teachers and administrators. Provides professional development for administrators, school-based instructional leaders and teachers. Visits classrooms for teaching support and consultation as requested by building administration; monitors instructional programs in the schools; conducts routine evaluations of the effectiveness of elementary literacy instructional programs; provides communications to teachers; maintains CCPS Learning Management System for elementary literacy. Coordinates CCPS county countywide literacy events as needed. Serves as liaison to the State Department of Education and other professional educational organizations on matters related to elementary language arts; ensures compliance with all applicable state and federal regulations and accreditation standards. Plans summer school courses and coordinates the purchasing of all supplies needed. Assists in the selection process for teachers as requested; provides orientation on instructional goals for newly appointed teachers. Assists in the development of the budget and the monitoring of expenditures; ensures compliance with financial management guidelines and requirements. Demonstrates commitment to improving professional competence. Assesses student learning on an ongoing basis and alters instruction to meet group/individual needs. Uses the curriculum of the district to plan instructional activities. Performs other duties as assigned by the Coordinator of Curriculum, the Director of Curriculum Development and the Chief Academic Officer. Participates in School Improvement and Innovation Planning meetings as needed. Provides support, training and implementation for CCPS digital literacy resources. Analyzes CCPS trend data and uses that information to refine instructional strategies, curriculum and instructional practices and resources.

Responsible for management of budget for designated programs

Contact with all levels of CCPS personnel and various outside agencies

Provides work direction to secretaries and liaisons.

Qualifications :
Considerable knowledge of the concepts, principles and methodologies of elementary literacy instruction in a public school setting; of current curriculum development, program implementation and planning in elementary literacy, learning theory, recent research, school organization, supervision and available state and local resources; child growth and development, group dynamics and related state and federal regulations. Considerable knowledge of the budget process, fiscal management and the securing of special funding sources for the specified instructional area, if appropriate. Working skill in the use of technology including word processing, spreadsheet and database software (Word, Power Point, Excel, Access and Outlook preferred). Demonstrated ability to interpret and apply regulations; coordinate complex programs and activities and provide direction to and evaluate a diversified professional staff. Demonstrated ability to secure, monitor, and evaluate programs; to develop instructional goals; design and deliver instruction and assess students' learning. Demonstrated ability to organize, schedule and monitor work assignments and to train and advise staff. Demonstrated ability in decision-making, problem analysis, conflict resolution, interpersonal relationships, program management, research and planning and to communicate effectively, both orally and in writing.
Additional Job Requirements:
Eligible for Virginia teaching license with a reading specialist endorsement is mandatory. Master's Degree required. Must have teaching experience and/or any equivalent experience or training which would provide the required knowledge, skills and abilities. Valid VA Driver's License.
