PRIMARY PURPOSE
The Director of Instruction, Grants, and Innovation provides strategic leadership to advance high-quality instruction, secure external funding, and drive innovative practices that improve student academic outcomes across Kingsville ISD. This position ensures the alignment of curriculum, instructional practices, and grant-funded initiatives with the district's mission, vision, and priorities. The Director leads the development, implementation, and evaluation of instructional programs and innovative initiatives, while securing and managing grants that expand opportunities for students and staff. Through collaboration with district and campus leadership, this role promotes a culture of continuous improvement, data-driven decision-making, and forward-thinking practices that prepare all students for college, career, and lifelong success.
QUALIFICATIONS
Education and Experience Bachelor's degree required; Master degree in Curriculum & Instruction, Educational Leadership, or a related field preferred. Valid Texas teaching certificate required; Texas principal or mid-management certification preferred. Minimum of three (3) years of successful teaching experience and three (3) years of instructional leadership experience (e.g., instructional coach, assistant principal, principal, or district-level leader). Demonstrated experience in grant writing, program development, and/or innovation initiatives preferred. Professional Knowledge and Expertise Deep understanding of curriculum design, instructional best practices, and assessment systems. Knowledge of state accountability systems, including Texas Essential Knowledge and Skills (TEKS) and assessment frameworks. Experience in writing, securing, managing, and evaluating grants (federal, state, and private). Understanding of change management, innovation cycles, and program evaluation. Knowledge of compliance requirements related to grant funding and program implementation. Skills and Abilities Strong leadership and organizational skills with the ability to manage multiple large-scale initiatives. Exceptional data analysis skills with the ability to translate data into actionable instructional strategies. Effective communication, presentation, and interpersonal skills to engage diverse stakeholders. Ability to collaborate across departments and campuses to ensure alignment and coherence. Strong project management, problem-solving, and decision-making skills. Ability to lead professional development and build capacity among staff.
RESPONSIBILITIES AND DUTIES
Instructional Leadership & Program Development Lead the design, implementation, and continuous improvement of district-wide instructional programs aligned to academic standards and student achievement goals. Collaborate with Curriculum and Instruction leaders and campus administrators to strengthen Tier 1 instruction and close achievement gaps. Use student performance data to guide instructional decisions, monitor progress, and adjust strategies. Support the development and implementation of innovative instructional models and practices. Grants Management & Resource Development Identify, write, pursue, and secure grant opportunities (federal, state, and private) aligned to district priorities. Lead the development and submission of high-quality grant proposals. Ensure compliance with all grant requirements, including budgeting, reporting, and program implementation. Monitor and evaluate grant-funded programs to ensure effectiveness and sustainability. III. Innovation & Strategic Initiatives Lead district innovation efforts, including the development and implementation of new programs, pilots, and initiatives. Research and apply best practices in education, technology, and instructional innovation. Facilitate cross-functional collaboration to scale successful practices across campuses. Promote a culture of innovation, continuous improvement, and creative problem-solving. Professional Learning & Capacity Building Design and deliver professional development aligned to instructional priorities and innovative practices. Build leadership capacity among campus administrators, instructional coaches, and teachers. Support implementation of instructional frameworks and ensure fidelity across campuses. Program Evaluation & Accountability Develop and implement systems to evaluate the effectiveness of instructional programs and initiatives. Use data and feedback to refine programs and ensure alignment with district goals. Prepare reports and presentations for district leadership and the Board of Trustees. Collaboration & Stakeholder Engagement Work collaboratively with district departments, campus leaders, and community partners to support instructional and grant initiatives. Communicate program goals, progress, and outcomes to stakeholders clearly and effectively. Build partnerships with external organizations, higher education institutions, and industry partners to expand opportunities for students. VII. Operations & Leadership Assist in developing and managing budgets related to instructional programs and grants. Submit grant reports, collect data and evidence in support of current and future grants. Supervise and evaluate assigned staff. Ensure compliance with federal, state, and local policies and regulations. Perform other duties as assigned by the Superintendent.
WORKING CONDITIONS
Mental Demands/Physical Demands/Environmental Factors:
Maintain emotional control and sound judgment in a fast-paced, high-accountability environment. Work involves managing multiple initiatives, meeting deadlines, and responding to evolving district needs with accuracy and professionalism. Regular district-wide travel to campuses is required, along with occasional out-of-town travel for conferences, training, and grant-related activities. Frequent use of technology, including computers and data systems, is required for extended periods. Position may require occasional evening and weekend work to support professional development, grant deadlines, and district initiatives. Work is primarily conducted in an office and school environment, with occasional off-site meetings.
