240-day position in accordance with an individual contract
JOB GOAL
Serve as a senior leader to the Superintendent and provide leadership for the district to create and implement high-leverage strategic initiatives, clear and thorough execution strategies, with monitoring and accountability systems for performance excellence Provide effective coordination and direction of special programs throughout the school system Plan, implement, monitor and evaluate special program activities, professional development, and programs to improve student achievement in all schools Provide for the development of clear and comprehensive assessment of student achievement and interpretation of results to staff, Board and community. Provide guidance as to the appropriate use of all resources; oversee changes in policy and practice; and assists in the preparation of agenda for Board meetings Direct activities of the district to remain in compliance with law, policy, and regulations in a manner that ensures the optimal use of district assets, and high levels of achievement Provide leadership in the development of system-wide improvement strategies; and monitor progress within and across disciplines
QUALIFICATIONS
Master's degree in educational administration/instructional leadership, or related field required. Valid Alabama administrator certificate required. Successful experience as a Federal Programs and/or Special Education Director. Ability to meet the suitability criteria for employment and/or certification/licensure under the Alabama Child Protection Act of 1999 and Act No. 2002-457. Possess and maintain a valid driver's license Comprehensive knowledge of principles and practices of modern education and ability to apply them to the needs of the school. Knowledge of content, curriculum, methods, materials, and equipment of instructional specialties. Knowledge of student growth and development. Ability to plan, organize, and delegate effectively. Ability to supervise and evaluate the work of others. Demonstrated proficiency in oral and written communication skills. Effective interpersonal skills, with an emphasis on communication and collaboration with a wide variety of people and groups, including, but not limited to, learners, lead learners, staff, parents, and community members. Knowledge of school law, Board policies, and school system regulations. Demonstrated skill in recruitment, selection, induction, and assignment of personnel. Successful previous experience in maintaining effective discipline. Ability to identify and solve problems as a productive team member. Ability to use and facilitate the use of technology to communicate, manage data, and produce/submit required reports, correspondence, and/or financial information. Such alternatives to the above qualifications as the Board may require.
PERFORMANCE RESPONSIBILITIES
Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws, and is responsible for the overall direction, management, coordination, and evaluation of Special Programs Coordinate the integration of special education and other special programs into the total school program Direct federal programs to include Title I, Title II, Title III, Title IV, Title V, Title VI, EL Program, and Migrant Program Serve as District Homeless Liaison Serve as Gifted Program Director Serve as 504 Director Serve as Supervisor of School Nurses Program Strategic planning and execution for assigned programs Academic programming (rigorous and adaptive learning systems) for assigned programs Cognia Accreditation/State compliance for assigned programs Policy management for assigned programs May be required to work beyond the 40-hour work week Board and Community Relations Attend all committee, regular, and special board meetings as requested by the Superintendent for the purpose of informing and interpreting all matters related to administration Demonstrate skill in anticipating, managing and resolving conflict with administrators, parents, teachers, staff, and community Promote a positive image that supports the vision and mission of the district Demonstrate effective interpersonal skills in relating to and communicating with staff, school board, community and media Budgeting/financial management Administer and monitor assigned department budgets and ensure that programs are cost-effective and funds are used effectively and efficiently Monitor and align state, local, and federal unit allocations for maximum effectiveness and efficiency Process and secure federal and state grants to support staffing needs Work cooperatively and collaboratively with CSFO and business office for school and district decisions regarding staffing and personnel Communication Maintain a positive and effective working relationship with the Superintendent, coworkers, employees, outside agencies and organizations, and the general public Effectively communicate with colleagues Maintain good judgment and decision making when dealing with supervisors, co-workers, district officials and employees, outside agencies and organizations, and the general public Instructional Management Ensure student progress is evaluated on a regular, systematic basis, and use the findings to make programs and services more effective Provide strategic leadership and support for district and building level administrators in monitoring the implementation of the special programs Personnel Management Coordinate the implementation of teacher and administrator Professional Development and Evaluation Assist with developing training options and/or improvement plans to support staff development to ensure best practices, and efficient and effective operations of the district Policy, Reports & Law Comply with policies established by federal and state law, State Board of Education rule, and local board policy Review and recommend revision of Board policy to the Superintendent as necessary School & Community Relations Clearly communicate district needs and programs to parents and to the community and respond to their concerns in a timely manner Address, both formally and informally, complaints of parents, students, and staff as necessary Participate in civic affairs that are appropriate for educational leaders Reinforce and augment all duties and responsibilities through frequent campus visits and high visibility within the schools and community School Organizational Culture and Climate Promote an open, collegial environment among staff and develop positive staff morale Appropriately assess school district culture and climate in conjunction with teachers, parents, and others; use findings to maintain or improve conditions Regularly conduct Culture and Climate surveys and provide ongoing feedback to the Board, administrators, and teachers School Organization Improvement Demonstrate high expectations for staff and student performance in a manner that builds leadership capacity and inspires high levels of performance Use a wide variety of evaluative data and needs assessment findings to formulate goals and objectives cooperatively with the school board, staff, and community Oversee district and school accountability processes including development of short and long-term performance metrics, development and delivery of reports on school and system performance Student Management Help to ensure that student services are effective in promoting student conduct and social growth Ensure building level administration effectively implements student discipline policies and procedures Ensure that the consequences for inappropriate student behavior are applied uniformly and consistently across all school campuses Ensure that due process is conducted regarding students' rights

Attend professional growth activities to keep abreast of innovations related to position Serve as a member of the Superintendent's Executive Leadership Team and participate in the strategic planning process to meet the District's mission and goals Provide input in the development of policies and administrative guidelines for areas of responsibility, and support the implementation of programmatic goals and objectives on a district-wide basis Conduct professional development and training, including preparing training materials for staff and board members Serve as a member of the District's Emergency Response Team Demonstrate professionalism and appropriate judgment in behavior, speech, dress and appropriate professional manner for the workplace Read, analyze, and interpret professional journals, state data, state standards, board policy, administrative procedures and forms, and governmental regulations and guidance Maintain strict confidentiality Adhere to good safety practices Adhere to all district rules, regulations and policies All other duties as required or assigned by the Superintendent
