The Chief of Schools provides support services to the administrators and staff in the areas of curriculum and instruction and advises the superintendent on all matters dealing with testing, instructional programs, curriculum, textbooks, etc. He/she assist schools and teachers in conducting State and District assessments and aids in analyzing assessment data to improve instruction and increase student achievement. He/she supervises the Academic Services, Early Childhood and Student Services Departments. The Chief of Schools also supervises the Teacher Mentor Program for all first and second year teachers in the district. May act on behalf of the Superintendent when he/she is absent from the district or is unavailable when an emergency arises.Qualifications:
Master's Degree or above in Educational Administration or Curriculum and Instruction from an accredited four-year college or university Valid Arizona Administrative Certificate Valid Arizona Teaching Certificate Arizona Structured English Immersion (SEI) Endorsement; or 45 SEI hours (or able to obtain within first year of school employment in Arizona); or Bilingual Endorsement; or English as a Second Language (ESL) Endorsement is required Valid Fingerprint Clearance Card Five (5) years of successful teaching experience Five (5) years of successful administrative (principal and district office) experience Must be capable of developing effective instructional programs Strong leadership and implementation skills Above average organizational, decision-making and problem-solving skills Strong knowledge of the English language including reading, writing and oral communication with extensive skills in spelling, punctuation and grammar Knowledge of Spanish including reading, writing and oral communication is desired Must be capable of developing effective instructional programs Strong communication and interpersonal skills when dealing with superintendent, principals, staff and other personnel both in and outside the district Must have effective and appropriate public speaking skills Experience in planning and delivering professional development to school personnel Experience in certified supervision and evaluation Experience in interpreting and implementing state and federal laws regarding education Strong communication and interpersonal skills when dealing with administration, staff and other personnel both in and outside the district Must be an energetic, highly ethical and possess good emotional and physical healthKnowledge of:
Arizona academic standards for student achievement Arizona Revised Statutes and regulations related to curriculum, instruction and assessment Analysis of achievement data Elementary/Middle School curriculum and instruction Learning theories and effective teaching methods, strategies and styles Federal and State laws and regulations regarding student achievement testing including teacher preparations, administering of tests, securing tests at school sites, etc. Effective Teacher Mentor Programs Technology including computers (Word, Excel, Google Docs, Google Sheets), copiers, fax machines and other applicable office equipment Technology applications and its use as an instructional tool Policies, procedures, regulations and protocols of the District and the schools State and District evaluation of personnel process and procedures State law regarding appropriate certification and Structured English Immersion (SEI) for certified teachers Arithmetic and basic mathematic procedures Ability to: Access Arizona Standards for specific grade level and/or subject area goals and objectives Work effectively with all levels of the educational and support staff Analyze, present and use student test data to improve instruction and student achievement Identify and implement programs and activities that will support student achievement Evaluate personnel in accordance with state and district policies and regulations Provide professional development to district administrators and staff(s) Comprehend and perform functions from written and verbal instructions Prioritize work, take initiative, adhere to time restraints and attend to multiple tasks concurrently Communicate ideas and programs to individuals, staff, parents, community, etc. Alternatives to the above qualifications as the Governing Board or the Superintendent may deem appropriateEssential Duties and Responsibilities:
Acts as an advisor to the Superintendent on all matters relating to the curriculum and instruction programs of the district, and solicits the Superintendent's input on major decisions. Oversee curriculum development within the district and ensures that all district curriculum aligns with state academic standards Work with school and district committees to evaluate curriculum effectiveness and implement appropriate curriculum improvements as necessary Ensure district testing programs align with curriculum and instruction Oversee the State student achievement testing program Coordinate and develop an assessment schedule for quarterly benchmarks and other on-going assessments with principals Create and maintain quarterly assessment growth records according to grade level, subject area, school and district Facilitate a district committee comprised of principals and staff members to evaluate and/or develop guidelines for the teacher and non-certified staff evaluation processes Assist in the teacher recruitment process as requested Work with the principals to analyze testing data and assist in instructional and curriculum planning based on data Identify problem areas in the curriculum and work with schools to develop solutions Assume leadership in the articulation of instruction and curriculum between district schools Participate in the decision-making process for long range planning regarding instruction, programs, textbook adoption, etc. Facilitate student fieldwork, student teacher and intern programs Evaluate mentor teachers regarding their individual and group performance in accordance with the district and state policies and procedures Supervise all aspects of the district mentoring program Supervise textbook selection process including the evaluation of textbooks, resources and materials Prepare and present to the superintendent and the governing board textbook adoption plans Coordinate the training and implementation of all new textbook and materials with the school principals Ensure quality staff development to improve student achievement and professional growth by planning and instructing and/or facilitating inservices consistent with district and school goals Serve as a member of the district's administrative leadership team Initiate and facilitate monthly Assistant Principal meetings Attend School Board Meetings Participate in district sponsored professional development workshops/in-services Read professional journals and other publications to continually remain current on all legal requirements governing education Maintain strict confidentiality and use appropriate discretion when working with all district personnel and student and family records and/or information Adhere and support all Governing School Board policies and/or regulations, Arizona Revised Statutes and federal regulations pertaining to education Perform all other duties as assigned by the Governing School Board, the Superintendent or his/her designee Other duties deemed important and assigned by the Governing Board or theSuperintendent Length of Employment:
